I am writing to request an internal review of St Mary's University, Twickenham's handling of my FOI request 'Vice Chancellor email request.'.

This is an important request because students need to understand why they were charged accommodation fees upto the 8th April when the government instructed the university to send students home prior to the 23rd March coronavirus lockdown and need these documents to understand why.

Dear Freedom of Information Officer.

Despite endless communication, appeals and internal reviews, you have failed to provide the information that I have requested under the FOI act.

You are aware that I am assisting a student with a complaint regarding overcharging for accommodation during the first coronavirus lockdown and this case is set to be heard with the Office of the Independent Adjudicator (OIA) in the coming months.

I'm making a formal complaint to the ICO that your public body is refusing to answer my FOI requests in an attempt to not only hide this information from me but in an attempt to delay making this information available to the OIA to support the students case.

The Vice Chancellor was sent guidance from the Department for Education (https://www.gov.uk/coronavirus/education... ) together with guidance from the Office for Students (https://www.officeforstudents.org.uk/adv... ). This guidance can be obtained from the Department of Education and the Office for Students. There is also general guidance which can be obtained from Public Health England (https://www.gov.uk/government/organisati...) .

These bodies should provide the information that you are requesting and we are of the view that section 21 of the Freedom of Information Act applies in that this information is reasonably accessible by yourself by other means.
