Vexatious historical prosecutions

Dear Cabinet Office,

I understand that Mr Mercer MP, in his role as Minister for Veterans’ Affairs in the Cabinet Office, has vowed to end what he calls 'vexatious historical prosecutions'.

Within the reasonable limits of the funding allocated by FOI, can I ask, please, for you to provide me with the evidence available to Mr Mercer that details what these so-called 'vexatious historical prosecutions' are.

I cannot imagine that a Minister of Mr Mercer's standing would speak of prosecutions as being 'vexatious' without substantive evidence of these being so, and so I would like to see the evidence submitted to him in his role as Minister that shows such prosecutions in this light.
