I write in response to your request under the Freedom of Information Act
dated 1^st June 2019 to the North Yorkshire Police, Fire and Crime Panel
The Panel has a remit to consider non-criminal complaints submitted
regarding the conduct of the Police, Fire and Crime Commissioner for North
Yorkshire. I have enclosed a copy of the Panel’s Habitual and Vexatious
Complaints Policy, which explains how we identify and manage potentially
habitual or vexatious complaints to the Panel.
Since the Panel’s inception in 2012, one complainant has been formally
agreed through the Panel as having been vexatious. This decision was not
subsequently formally reviewed or overturned. The Panel has no power of
investigation with regard to the handling of complaints against the
Police, Fire and Crime Commissioner (“the Commissioner”).
In relation to decisions made by the Commissioner which determine that an
individual is a vexatious complainant or correspondent, the Panel does not
have a role in reviewing these decisions. However, a complaint may be
made by an individual in these circumstances to the Information
Commissioner’s Office by contacting
