Vetting of senior police officers

Dear Central Scotland Police,

A new Chief Constable was appointed to Central Scotland Police on 01/10/2008 and at the time he was assisted by a Deputy Chief Constable and two Chief Superintendents who performed the role of temporary Assistant Chief Constable according to the 2008/9 annual report.

There have been several temporary appointments in all these posts since 1st June 2010.

For each incumbent in each post whether holding the substantive or temporary rank could you please confirm the following:-

(1) The date he/she was appointed to the relevant substantive or temporary post
(2) The date he/she was vetted to MV level
(3) The date he/she was vetted to DV level

Could I please have a copy of the force vetting policy in place on 1st October 2008 as far as officers of ACPOS rank is concerned

Could I please have a copy of all revisions of that policy up to the date of this request?

Dear Freedom Of Information,

I am not satisfied with this response which does not answer my request

Please invoke the review procedure

The response does not provide the requested information for all officers in post during the relevant period; these include a Chief Constable, a Deputy Chief Constable (now retired), an Assistant Chief Constable currently on gardening leave and a Chief Superintendent who was acting or temporary Assistant Chief Constable (one now retired and one since returned to the force).

I can give you fuller details if you are unable to identify the qwhole group from your own personnel records

As far as those personnel records are concerned could you please confirm the date on which the SCDEA transfer received MV/DV vetting rather than inferring that he/she must be vetted despite the absence of any note to that effect.

IF you are unable to state categorically when they were MV/DV vetted please say so.

I do not understand the exemption claimed for the DV aspect of my request as in part it refers to an exemption available for the criminal/judicial process(?) and in another part appears to be be referring to national security as grounds for withholding the information?

Could you please confirm exactly which exemption(s) you are claiming together with the relevant rationale for each such exemption
