2. All source code produced, whether in-house or contracted out to external developers. I would prefer this as a source code repository but I will accept a current snapshot of the latest deployed version if (and only if) that is unduly difficult. I assume that this has already been sanitised of private information such as passwords, API keys and non-public email addresses.

3. The contents of the project's issue tracker(s), showing all feature requests, bugs, etc.

Please ensure that information is supplied where possible in easily machine-readable formats such as plain text files, CSV, XML, JSON.

Due to the level of detail of information and complexities of the various
contracts we needed to review, it has taken us longer to respond to your
FOI request and the London Borough of Sutton would like to apologise for
the delay in responding to your FOI request. We apologise for not keeping
you updated with the progress of the FOI and have reviewed our processes
in the team to ensure that this will not happen in the future.
Your request for information under the Freedom of Information Act 2000 has
now been considered and the FOI is summarised below with its associated
response.
Please could you send me the following information for the waste
management IT project integrating Sutton Council's CRM systems with
Veolia's:
Q1.  All documentation regarding the requirements, specifications and any
change requests.
A1. For requirements and specification, please see the following attached

In regards to change request documentation, the project delivery
methodology is Agile and this information is not held for the following
reasons:

* Change request applies to a typical Prince2 methodology and the delivery methodology of this particular project has been an Agile development methodology.

* Agile approaches are dynamic and do not require formal documented change requests.

Q2.  All source code produced, whether in-house or contracted out to
external developers. I would prefer this as a source code repository but I

A2. I confirm this information is held by the Council and withheld under
Section 31. 
     I confirm this information is held, but unfortunately we have to
withhold the information under section 31 to ensure that we maintain the
security of our network and solutions. The Council is open to data sharing
and sharing of source code would be through the appropriate channels and
discussions as with any sharing of information. We would be happy to
discuss this further with you through the appropriate channels and
processes and assess the benefit to the council and wider public sector to
share any source code information.
 
Section 31
The exemption in section 31 (1) (a) is designed to cover all aspects of
the prevention and detection of crime. Section 31 is a qualified
exemption, which means that it is subject to a public interest test. We
acknowledge the public interest in openness and transparency and we
recognise that not releasing this information would provide the public
with assurance that we are protecting our ICT infrastructure and systems.
LBS takes the protection of its ICT infrastructure and systems very
seriously. We implement the mandatory requirements of the Cabinet Office
Security Policy Framework and follow Her Majesty’s Government’s
Information Assurance standards and best practice which covers all areas
of security.
We also recognise the benefit of sharing source codes and where it could
be beneficial to do so for all parties concerned, it would not be shared
publicly but through for example an open source licence agreement.
Provision of any open sources, not limited to; development, owned by the
council, developed with in partnership Veolia would be at the sole
discretion of the Council following assessment of value and impact
granting an open source licence would have. 
The source code information requested also impacts our supplier Veolia
systems and providing this may also expose specific integration
configuration of Veolia’s systems, i.e. the supplier intellectual property
on their system specific configuration and prejudice Veolia’s commercial
interest. Whilst there could be some applicability of Section 43
(commercial interest), the overriding for withholding the information is
Section 31 (1) (a). 
As such, our approach is to not release ​information which provides
​specific information like source code information of our systems or
supplier systems integration.​ By making this information public through
disclosure, access would also be open to hackers and malicious users which
will create a major risks to our waste management systems, whether this is
the London Borough of Sutton part of the integration or Veolia's.
The compromise of our systems also has a direct impact on our residents
and for the reasons set out above and we have assessed that the public
interest in maintaining this exemption outweighs the public interest in
disclosure.
