Dear Lancashire Constabulary,

A. please provide your vehicle theft and recovery figures for 2018 to 2022 - ideally in Excel format, to enable me to compare the information with that here:

I also ask to be provided for 2022 and 2023, with accompanying dates:

1. theft methodologies recorded for stolen vehicles, i.e. stolen with keys, without keys, relay attack etc.

2. The number of vehicles taken as a result of, in connection with, a burglary

3. The number of vehicles taken as a result of, in connection with, force being applied or implied (threat of, or actual, assault)

4. The number of vehicles stolen fitted with a tracking device

5. The number of vehicles located as a result of a tracking device

6. The number of stolen vehicles involved in a collision post-theft

7. The number of vehicle thefts reported that were ‘no crimed’ and the reasons for this i.e. not stolen (misplaced for example), fraudulent report etc.

Please be advised that the information you have requested is not easily retrievable via a simple search of our systems and therefore it is not possible to complete this request. Our information is set up and searchable for our policing purposes. To determine the requested
information for Question A would require us to check each recorded crime for vehicle theft to locate the fact that the vehicle had been recovered. The force does not record if the vehicle has been recovered per se and this information is usually added after the report of the theft when the vehicle is later located. In relation to Question 1, 4, 5 and 6 there is no searchable field within the crime report for recording this information and it would likely be recorded in the free text fields which would also need to be manually reviewed.
There are over 11,000 crime records for the time period requested. At a conservative estimate of 10 minutes per record, then this task cannot be completed within the 18 hour ‘Appropriate Limit’ (as defined in the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004). As a result, Section 12 of the Freedom of Information Act 2000 applies and regrettably this task cannot be undertaken at this stage.
This letter serves to act as a refusal notice for this request, as per S.17 (5) of the Act.
The application of Section 12 to a request removes the force’s obligations to provide information under the Freedom of Information Act.
As per Section 16 of the FOIA, in order to provide advice and assistance I can advise that we have sought advice from the information owners in respect of bringing this request within costs limits, however unfortunately they have not been able to suggest any refinement that
would make this possible.

I am writing to request an internal review of Lancashire Constabulary's handling of my FOI request 'Vehicle Thefts, Recoveries & No-Crime'.

Please explain/clarify:
1. What is meant by a ‘simple search’ of your systems and what searches can be undertaken:
a. The type and
b. Fields that are recorded,
c. The fields that can be searched

2. What is meant by ‘policing purposes’ and
a. How does this affect the search facility/ability

Question A
3. What vehicle theft information can you provide?

It is surprising that you appear not to know or be unable to ascertain how many vehicles were reported stolen within your constabulary’s jurisdiction. In turn, you are unable to report upon how many of these stolen vehicles have been located.

Of the 11,000 crime records:
4. To what time period are you referring, 6 years (2018 to 2022) or <2 years, (2022 & 2023)

For the time periods requested:
5. What fields are available to determine the crime type?

6. Please address these aspects of my request

Assistance:
it appears an obvious refinement would be to reduce the time period. That this has not been suggested is concerning and suggests there is no intention to assist.
