1. Theft methodologies recorded for stolen vehicles, i.e. stolen with keys, without keys, relay attack etc.
2. The number of vehicles taken as a result of, in connection with, a burglary
3. The number of vehicles taken as a result of, in connection with, force being applied or implied (threat of, or actual, assault)
4. The number of vehicles stolen which were fitted with a tracking device
5. The number of stolen vehicles located as a result of a tracking device
6. The number of stolen vehicles involved in a collision post-theft
7. The number of vehicle theft reports that were ‘no crimed’ and the reasons for this i.e. not stolen (misplaced for example), fraudulent report etc.

I am writing to request an internal review of Nottinghamshire Police's handling of my FOI request 'Vehicle Thefts, Recoveries and No-Crime'.
I am not seeking information about all cases, just the 18 already identified as ‘no crimed’.
I understand someone would have to review each one individually and explore why each one was 'no-crimed'. I do not believe this would be onerous – I am currently reviewing one (another constabulary) and the events are convoluted but the outcome simple to identify from the log (conclusion) and preamble / summary / comment. The outcome needed to be authorised. I appreciate you may have a different recording method but, you mention Home Office counting rules.
I fail to understand how there is any more (there was none hence the info’ was provided) risk of providing or revealing personal information.
If it were reasonably considered that this very small proportion of crime records was so unique as to pose a potential problem, the exemption would have been cited earlier by Notts police and others who have provided the data, available to the whole world.
There are 18 records. I have no possible way of establishing any personal data from these.
Even if I could locate an online reference to a person prosecuted for attempting to Pervert the Course of Justice (PCJ) i.e. Fabrication of false evidence, cause person to be wrongly convicted, interference with witness etc. I could not relate these to a specific vehicle or person.
I am aware of the 07/2023 ‘counting rules’ (crime-recording-rules-for-frontline-officers-and-staff-july2023.pdf (publishing.service.gov.uk))
I have the number (18) of no-crimed matters. I cannot 'cross reference' this data with information already in the public domain and be able to identify the individual concerned.
I can determine Notts Police have charged people with PCJ, there are online reports. I cannot determine whether they relate to vehicle theft. I do not wish to but appreciate, the release being to the world, other could attempt to – but how and how does providing the specific outcome of the 18 matters differ from providing (as has occurred) the number; 18?
There are a number of options to deal with wasting police time, from reprimand and caution to a Penalty Notice or prosecution through the courts. Perverting the course of justice would normally if the evidence was there be pursued through the courts. I find no such references to the 18.
I do note that Notts police and/or the Courts appear willing to disclose names and addresses (road names) of parties charged with offences such as ‘pervert the course of justice’ – they are as yet, not convicted.
The low number (18) had no effect on disclosure.
I am not seeking the ‘unique factors influencing the decisions’, simply why they were no-crimed; a generic classification to understand the reason.
I would not know ‘the party making the allegation’. I would not know the associated VRM. I have deliberately not asked for the date of theft, location of the incident or other factors that could, potentially, cause a determined party to identify someone associated with a no-crimed allegation.
As I have not asked for ‘a unique set of identifiers such as the DATE’ your argument appears unnecessary and unrelated; you have over-stretched the extent of my request.
I have not asked you to specify ‘fail-to-stop RTC, drink-drive etc.’; these are examples of where I perceive a no-crime could follow.
If you believed ‘the original offence’ were such a unique identifier, you would not have released information in relation to the specific offence I identified as ‘vehicle theft events’.
You have, by the disclosure to date, explained why any one incident was dealt with in a particular way; a theft was dealt with by way of ‘no crime’. I am obviously unable to identify to whom / what this related, just as I would be with regard to the reason for the no-crime … RTC, drink drive etc.
To ‘what other means’ are you referring? It appears this is a baseless argument, one that is easy to state but impossible to support.

I understand there are many variables involved in reaching a no-crime decision but this is not significant, or applicable. The decisions have been made, I am not seeking evidence or detailed consideration of the same. I know there are 18 matters with this outcome – ‘no crime’, I wish to know a bland reason i.e. fail-to-stop after RTC, drink-drive etc. and in turn whether the party was prosecuted.
I am trying to understand how many reports of theft OF a motor vehicle (not theft FROM a motor vehicle) are false. Please confirm the 18 relate to theft OF a vehicle.
I do not wish to know which are ‘made in error’.
There appear to be 5 classifications associated with ‘no crime’:
• Cancelled - additional verifiable info
• Transferred crime
• Reclassified
• Cancelled - duplicate/part recorded crime
• Cancelled - crime recorded in error
My Q3 (29/09/2023) seeking clarification ‘What does 'cancelled - additional verifiable info' mean, refer to?’ is not the subject of a response.
‘transferred’ is self-explanatory.
‘cancelled’ (11) could extend to matters falsely reported, as could ‘reclassified’ (3). ‘Cancelled duplicate’ (6) appears self-explanatory and, subject to your confirmation there would be another crime recorded, could be removed, and reduce the ‘cancelled’ to 5 records. This leaves 8 reports.
There have never been ‘thousands of records’ you would have to examine; the request has been restricted to 18, now further reduced to 8.
Mindful you adhere to Home Office crime recording rules, even identifying ‘pervert the course of justice’ should be relatively straightforward to identify though I had not made such a wide request. On reflection, it appears this would likely prove an effective means by which to identify the information I am seeking, for 2023:
• How many PCJ offences – I suspect relatively low
• How many relate the vehicles
The above is not a further request, simply demonstrating there are likely other means by which to acquire the information, that there are not ‘thousands of records’ to consider. Why would you believe there are?

Nottinghamshire Police systems may be designed primarily for the management of individual cases and not to produce statistical information for FOI responses, but I understand they can provide ‘management reports’ or ‘Management Information’ and, for example, crime recording reports to satisfy submissions to the Home Office.
This request would NOT entail extracting all reports of theft from a motor vehicle within the requested time frame and then reviewing each file one by one to establish if bogus reports are included within the file. You have already narrowed down the number affected to just over a handful. Why do you believe ‘all’ reports would require review?
