Vehicle Tax 50% discount for people on PIP

Dear Driver and Vehicle Licensing Agency,
Since the changes from DLA to PIP moved a number of people from 100% Road Tax exemption to 50%, it is no longer possible for those on 50% reduction to re-tax vehicles on-line or at the Post Office.
Why can these motorists not use the Government's on-line system to renew their vehicle tax?
What plans does the DVLA have to change and/or improve the ludicrous annual method of re-taxing which insists that motorists send renewal form, MOT certificate, Log Book, proof of benefit etc etc by post?

Dear Mr MacLean,

Thank you for your e-mail concerning Vehicle Excise Duty discount for people on PIP. DVLA is responding to you as routine business and not via the terms of The Freedom of Information Act 2000.

The law requires the Driver and Vehicle Licensing Agency (DVLA) to check that a customer is entitled to the standard rate of Personal Independence Payment (PIP) before a vehicle can be taxed at the reduced rate of vehicle tax.

The DVLA does not receive information from the Department for Work and Pensions (DWP) about those entitled to the standard rate of PIP so is currently unable to offer an online service to those customers. Customers who wish to apply for a reduced rate of vehicle tax because they are in receipt of the standard rate of PIP must therefore send their application to the DVLA.

The DVLA is working closely with DWP on how data can be shared securely and appropriately between the two departments to help facilitate an online and Post Office service for customers entitled to the reduced rate of vehicle tax.
