Dear Paul w Ewers,

I sadly can confirm that the DVLA can indeed issue a new V5C to any vehicle regardless as to whenever or not it has been appropriated contrary to the Theft Act 1968, as long as it has NOT been registered as a stolen vehicle by the Police.

It appears that the DVLA will register any vehicle to any person who is in possession of it regardless as to whenever or NOT they are the lawful owner, as this does occasionally happen.

Yours faithfully
Michael Bradley
