1 .A list of vehicles owned or leased to the council. Please include; registration mark, fleet number (if used), make & model and body type.
2 .Of the vehicles leased, a list of the companies from which the vehicles are leased.
3 .Name, position and email address of the staff responsible for these vehicles.
4 .If your refuse collection is outsourced please provide the name of the company responsible and list of the vehicles used for this purpose including vehicle registration mark, fleet number (if used), make & model and body type.

The City of London (CoL) acknowledges receipt of your request for

Public authorities are required to respond to requests within the
statutory timescale of 20 working days beginning from the first working
day after they receive a request. The Act does not always require public
authorities to disclose the information which they hold.
 
The FOIA applies to the CoL as a local authority, police authority and
port health authority. The CoL is the local and police authority for the
“Square Mile”, ie the historic City of London, and not for London as a

The CoL does have some functions, including Port Health Authority

FREEDOM OF INFORMATION ACT 2000 (FOIA) - INFORMATION REQUEST
 
Following your request for information of 23 April 2014, and our
acknowledgement of the same date, the City of London (CoL) responds as
follows.
 
Please find attached the details of motor vehicles owned, or leased, by
the CoL in its capacity as a Local Authority, Port Health Authority and
Police Authority. As mentioned in our acknowledgement, the CoL is the
local and police authority for the “Square Mile”, ie the historic City of
London, and not for London as a whole. Please see the following link to a

The CoL’s port health authority functions extend beyond the City boundary.
 
Please also note that the City of London Police is legally a separate
authority from the CoL (including the CoL as a Police Authority) for the
purposes of FOIA compliance.

Please Note : Vehicle registration numbers and fleet numbers have been
included, as requested, where they are allocated. A blank in the Fleet
Numbers column indicates that there is no fleet number currently allocated
to that particular vehicle.

Under the terms of the contract the CoL have a right to know that the
service is being provided and that all aspects of that service are covered
by the contractor, however the CoL have no rights to the information
regarding vehicles, their registrations and/or type. Therefore, in
accordance with section 1(1)(a) of the FOIA, the CoL confirms that it does
not hold information regarding ….’the vehicles used for this purpose
including vehicle registration mark, fleet number (if used), make & model
and body type’. The CoL considers that this is in accordance with guidance
published by the Information Commissioner’s Office (ICO), “Information
held by a public authority for the purposes of FOIA” (26 June 2012),
