Dear East of England Ambulance Service NHS Trust,

I have seen a vehicle that had ambulance markings on it. I am wondering if this vehicle is one of yours.

It was a VW Van and it said incident support unit on it. It also appeared to have the vehicle identifier NI-101 on it.

If this is one of yours please could you tell me the following.

What the NI of NI-101 means
Where this vehicle is based
What role this vehicle has
Are there any other vehicles of the same kind located around the EEAS coverage area, if so where.

Yours faithfully,

James Stevens

Dear James

Further to your email dated 22nd May 2019, please find the Trust's
response below.  Your request has been allocated the following reference:
21288, please could you quote this reference in any future correspondence
with the Trust.

I have seen a vehicle that had ambulance markings on it. I am wondering if
this vehicle is one of yours.

It was a VW Van and it said incident support unit on it. It also appeared
to have the vehicle identifier NI-101 on it.

If this is one of yours please could you tell me the following.

What the NI of NI-101 means

Where this vehicle is based

What role this vehicle has

Are there any other vehicles of the same kind located around the EEAS
coverage area, if so where.

The Trust has a large fleet of vehicles used for a variety of purposes to
support care to our patients and respond to incidents, this does include a
number of VW van type vehicles.

Regarding the request made the Trust has thought carefully around the
information requested and we have decided to withhold the vehicle
specific information, including base locations and purpose. The Trust will
be applying exemption section 24 of the Freedom of Information Act to this
part of your request.

Section 24 National Security:

 (1) Information which does not fall within section 23(1) is exempt
information if exemption from section 1(1)(b) is required for the purpose
of safeguarding national security

The FoI request in question is enquiring about information that could be
used to identify a vehicle, its purpose and the base location where this
vehicle and others are parked when not in use. Disclosing this type of
information about our vehicles would provide individuals with knowledge
of where marked vehicles are, which then could be used to steal the fleet
and also place the Trust at risk. Regarding the current climate with
terrorism threat level at the highest it has been for a long time, the
Trust needs to ensure information being released is information which
cannot be used in a way which can be detrimental to the Trust as an
organisation, the staff and also the patients using the service.

As section 24(1) is a qualified exemption, the Trust has gone on to
consider the public interest in this case. The Trust accepts that there is
a public interest in this case. Whilst there is a need for protecting the
Trust and its fleet, there is also a public interest in ensuring that the
Trust protects itself when transporting and treating patients. Therefore
on the balance the Trust considers that the public interest in favour of
disclosure is outweighed by the public interest in favour of maintaining
the exemption.

I am obliged to advise you that if you are dissatisfied with the Trust’s
response to your request you have a right to complain to the Trust and
should set out your concerns to the Freedom of Information Officer, EEAST,
Hospital Approach, Broomfield, Chelmsford, Essex, CM1 7WS or by email to
[East of England Ambulance Service NHS Trust request email]. If you remain dissatisfied following this, you have a
right under Section 50 of the FOIA to seek a determination from the
Information Commissioner on whether the Act has been properly applied by
the Trust. For more information, please see [1]www.ico.gov.uk/

Under the Accessible Information Standard the Trust is required to ask our
FoI applicants equality and diversity questions. You are under no
obligation; however we would be grateful if you could complete the form
attached and email this back to us.

Please do not hesitate to contact me should you require any further
information.

Kind regards

FoI Officer

East of England Ambulance Service NHS Trust

Dear foi (EAST OF ENGLAND AMBULANCE SERVICE NHS TRUST),

I understand the issues regarding national security however the question regarding what the NI stands for surely doesn’t affect this seeing as yourselves have told people what other letters mean such as NH for HART and NA for DSA etc.

Yours sincerely,

James Stevens

Dear James

Thank you for your email.

My apologies for the oversight, we are happy to share that
information.  The NI stands for Norfolk Incident vehicle.
