VAT on digital sales to UK individuals from Foreign corporations

The request was refused by HM Revenue and Customs.

Dear HM Revenue and Customs,

Do HMRC impose VAT on digital sales from offshore jurisdictions outside the EU, to digital sales made to UK individuals?

How does HMRC enforce payment of VAT from offshore jurisdictions?

Yours faithfully,

Mr S D Harmon

Dear Mr Harmon,

Thank you for your email. Unfortunately I'm unable to consider your request until you provide reasons for your dissatisfaction. Our original response asked you to clarify the transactions or business models that interested you. We did not receive a reply to that clarification request so I'm unsure what you require from us.

If you want to proceed with this review request, please respond by explaining how our response failed to meet your expectations, and which aspects of your original request should be reconsidered.

Thank you,

Harjit
