Variable Speed Limits at J8 and J9 Nothbound M1

I would like to request information as to the variable speed limit signs that were in operation on the M1 motorway from junction J8 to J9 northbound at 09:08 on 09.06.2018.

Could you please provide information with regard to:

1. The reason for the activation of the signs at this time of the day, and the speed at which the signs were set (at this time and on this date).
2. When were they activated and when were they deactivated.
3. How the speed limit signs were operated and managed at that time.
4. How the traffic control centre actively monitors the traffic conditions.
5. How many staff were on duty at that time responsible for actively monitoring the traffic management system.

Finally, I would be grateful if you could let me have the Highways England camera equipment data for the variable speed limit camera (at this time and on this date).

Thank you for contacting Highways England with regards to the speed
restrictions on the M1 motorway between junctions 8 and 9  at 09:08 on 9
June 2018.

 

Following your request I have examined Highways England Controlled Works
computer logging system along with the HALOGEN data store for signal
information.

 

At 09:08 there was an incident reported by Hertfordshire Police of tyre
debris between junctions 9 and 10. Using the CCTV system the debris were
actually identified in lanes 3 and 4 just before junction 9 northbound,
and a red”X” was displayed above these lanes on gantries . This caused
secondary speed restrictions to be set on the approach to junction 9.

A patrol vehicle attended and clear the debris and the Red “X” signals
were cleared at 09:10. And the road was released.

 

The M1 has a system of electromagnetic loops built into the road surface
which monitor the speed and volume of traffic. Once traffic had been
released these managed the congestion caused electronically, and continued
to set variable speed restrictions until 10:59 when all signals were
switched off.

 

Traffic flows are not manually monitored, this is done using the queue
protection system as above, and a flow algorithm which monitors the
journey time. In addition Highways England have a series of traffic
monitoring systems which measures the journey time between junctions
electronically, and sets appropriate warning signs leading up to the
section of road.

 

At 09:08 on 9 June 2018 the Regional Control Centre had 7 operators and a
team manager on duty monitoring traffic flow and managing incidents.
