I would like to request information as to the variable speed limit signs that were in operation on the M5 motorway from junction 7 to 5 Northbound on the 1st November 2020 at 07:00 hours.

Could you please provide information in regards to:

1. The reason for the activation of the signs.
2. When were they activated and deactivated
3. Any changes made to the displayed speed limit, within a 10-minute window of the time in question.
4. Where the speed restriction stretched from and to.

I have been passed your enquiry to our Customer Contact Centre (reference
21790098) relating to the M5 on the 1^st of November.

 

First of all thank you for contacting Highways England and reading through
your enquiry I can see that you are looking for a list of speeds showing
on gantries on the M5 on the 1^st of November between Junctions 7 and 5
Northbound at 07.00. I can see that you have asked 4 questions and all
will be answered within the report that I have attached, I will run the
report between the hours of 06.00 and 08.00 to add some additional detail.

 

I have requested and will attach a Halogen report that shows all speeds
showing as requested.

 

Just to add a little detail to the report

Column A identifies the date and time

Column B shows whether the device was a Message Sign (MSS) or a signal
(SIG)

Column C shows the location of the device

Column D shows the speed or message displayed on road

Column E identifies whether the device was set by an Operator in the
control room (OIF) or set automatically (AUTO)

Column F shows whether or not the device was set as a result of a Midas
trigger (MID) or not.

Column G shows the reason the signal or message was set.

 

I have taken the liberty of highlighting in yellow the lines that show
where speeds were showing, and again in red when they were cleared, what
you can see is that speeds of 50mph were set at 07.13 for roadworks. The
speeds were set by an operator in the control room (OIF) in line with our
procedures. Whenever roadworks are taking place on the motorway network
speeds of 50mph are always set with the message sign Workforce In Road
Slow, this is to enable the workforce to safely establish a safe working
cell. Once the roadworks are either complete or a safe working cell has
been established, the speeds will be cleared, this occurred at 07.31 when
the report shows (Off), this shows that the speeds had been cleared. In
short speeds of 50mph were active between 07.13 and 07.31

 

My final comment would be that Highways England are not a law enforcement
team, we do not operate speed cameras and our control room do not set
speeds to slow motorists down, most speeds showing on road are set
automatically by the technology embedded into the road. If your enquiry
relates to speed enforcement you would need to direct your enquiry to the
police or the body that have contacted you. The Halogen report that I have
enclosed is not admissible in an appeal against speed enforcement, the
only document that is admissible would be a formal document from a company
named Mott MacDonald, you would need to contact them directly.

Thank you for your detailed reply, however I do have one further query resulting from this.
As I asked for details of the signs at 7am and the spreadsheet details the signs from 7.13am, am I to take it that the signs were not lit before this time? I'm particularly interested in an overhead gantry signal between J6 & J5 that showed 3 lanes (out of 4) closed and a 40mph speed restriction in the (remaining) outside lane.

Many thanks for your secondary email and additional question,

As asked for I have requested and attached a secondary Halogen report and requested it over a wider time line and limited the information to Junctions 6 to 5.

The gantry signal that you have highlighted looks to be 7401b1, and if I can ask you to look at the spreadsheet and in particular line 32, this indicates three lanes closed at that gantry, line 31 shows a 40mph speed limit at 7401b2, in essence on road the gantry at 7401b would be displaying 3 closed lanes and a 40mph speed limit, this was active at 05.36 and remained active throughout the duration of the roadworks. I have highlighted these signals in orange, I have also highlighted four others (lines 23 to 27) as these are secondary signals that were automatically set as a result of the lane closures.

Finally I have requested and attached one further report to show when the signals at gantry 7401b were changed, and as you can see the speeds were initially set at 05.36 for roadworks and were cleared at 08.03. in short lane closures and a 40mph speed limit was active between 05.36 and 08.03.
