Variable speed limit M62 Junction 28-27 westbound

Dear Highways England Company Limited,
Please could you provide me with the variable speed limit for the
following location:

M62, between Junction 28 & 27 westbound on 05/01/19 @ 11:54

Additionally, can you confirm the following:

1) The full details of the reason the M62 variable speed limit was set to 50mph at the above stated location, time, and date;

2) The time that the variable speed limits that lead up to the J28 eastbound were introduced, and the time they were ended, also the duration of the activity and issue that led to the speed limit being in force.

Thank you for your email below regarding motorway speed limits.

The information you have requested is information we make available to the public on a regular basis. Your request has been handled under normal business practices and not in accordance with the Freedom of Information Act/Environmental Information Regulations.

You ask about the speed limit in place on the M62 between junctions 28 and 27 on 5 January 2019 at 11:54.

I can confirm that a 50mph speed limit was in force at that time. It had been set at 11:40 for congestion and traffic flow management purposes. The 50mph was in force until 11:58 when it was raised to 60mph.
