Dear Mr Ash

Thank you for your enquiry to Highways England regarding information for
speed signage displayed on the M1 junction 10 to junction 11 on the 13 May
at 03:14hrs. Your enquiry has been passed to me for investigation and
reply.

Reduced speed limits are set for a reason, for the safety of the
travelling public and our workforce and emergency responders. They will
not be cleared until it has been established that it is safe to do so.
Drivers should always adhere to the displayed reduced speed limits at all
times, even if they cannot see the reason for them, otherwise risk
prosecution.

Our records are kept for operational purposes and should be considered for
information only; they contain recommended speed limits for the motorway,
they do not represent the times at which the signs changed or that the
recommended speed limit was adopted by the motorway signals.

On the M1 from junction 10 to junction 11, signage was set due to
roadworks. I have outlined below an abstract from Highways England’s
signage software outlining the speed displayed for your requested journey
time. Lane 1 was showing a red X, lanes 2, 3 and 4 are as below.

Date And Time Equipment Equipment Ref Equipment
Type Setting
12/05/21 22:21:23 SIG M1/2518A2 LDR
12/05/21 22:21:23 SIG M1/2518A3 LDR
12/05/21 22:21:23 SIG M1/2518A4 50R
13/05/21 03:26:29 SIG M1/2518A2 NR
13/05/21 03:26:29 SIG M1/2518A3 NR
13/05/21 03:26:29 SIG M1/2518A4 NR

*LDR = Lane divert right

 NR = Restriction cleared

Enforcement of speed restrictions is the responsibility of the police. The
speed enforcement system on our smart motorways generates a photo showing
the speed limit displayed on the enforcement gantry at the exact time of
the alleged offence which should be obtainable from the police.
