Value of Road system.

The request was partially successful.

I believe you are the highway authority for your local area. Therefore I wish to know the total investment in the local road system at current prices. The figure should include the cost of land but exlude private roads (including state owned toll roads) and trunk roads for which I already have details. Dioch yn fawr.

the local road system at current prices .  Your request was received on
the 16^th March 2020 and is being dealt with under the terms of the
Freedom of Information Act 2000.
To help us to identify the information you would like please could you
clarify the following:

 1. What specific investment you referring to – is this in terms of
maintenance of existing roads, construction of new roads (as the “cost
of land” request would suggest) or something else?
 1. What timeframe do you want data for, preferably this will be stated in
financial years?
 1. When you refer to ‘current prices’ can you clarify what you are
referring to, as works will be undertaken at the prices of the
relevant time?
 1. Are you just referring to carriageway works or should we include
highway structures and other highway assets?

We will aim to provide a response to your request within 20 working days
of receiving this information from you. Unfortunately, we will be unable
to progress your request without this.

Thank you for your response to my request. However, you seem to have mis-understood me. I do NOT want maintenance costs or anything associated with that. I want the total capital value of your local road system, that is: if all your local roads suddenly disappeared (impossible), how much would it cost you to replace it in its entirety, at current prices and assuming you had to buy all the land de novo?
Yours faithfully,

K. L. Turns

Dear K.L Turns

Thank you for your recent freedom of information request. Your
clarification email was received on 2^nd May 2020 and is being dealt with
under the terms of the Freedom of Information Act 2000.

We will aim to provide a response to your request within the statutory
timescale of 20 working days, by 1^st June 2020, however, this may not
always be not possible at the present time.

As a result of the COVID-19 pandemic, many of the Council’s resources are
being refocussed to prioritise continuity of our essential services and to
further protect and support the people and businesses of Plymouth. This
means that there will, for the time being, be less staff available to
provide information in response to information rights requests. Should you
have concerns about this I would refer you to the [1]Information
Commissioner’s Office website where they have stated:

“We understand that resources, whether they are finances or people, might
be diverted away from usual compliance or information governance work. We
won’t penalise organisations that we know need to prioritise other areas
or adapt their usual approach during this extraordinary period.

We can’t extend statutory timescales, but we will tell people through our
own communications channels that they may experience understandable delays
when making information rights requests during the pandemic”.

Whilst we fully intend to try to respond to you within the statutory
timescale, where we’re not able to do this we would ask that you bear with
us.

Our response will be sent by email or hard copy depending on how you made
your request and how the information is held.

If we’re unable to gather the information you’ve asked for within the cost
limit set by the government, which is 18 hours of staff time or £450, we
will contact you to discuss how we can meet your information needs within
this limit.
