Higher Education Funding Council for England did not have the information requested.

Dear Higher Education Funding Council for England,

Please give details of the value of all contracts or commissioned
work given to Elsevier from 2000 to 2008.

Please itemize each contract/piece of work by date and duration and
state exactly how much was paid to Elsevier in each case.

Please provide any documentation that would indicate that this work

If consultancies/contracts were awarded to Elsevier without
competitive tender, please say so.

Please indicate if information is just for RCUK central, or if it

Yours faithfully,

Dear Jenny Bettson (HEFCE),

Thank you for providing Page 2 of what appears to be consolidated data for the three companies concerned.

None of the data refers to 2000 to 2008 - which I am supposing is on Page 1 - but this is absent from this reply.

Could you please provide data from 2000-2008 as requested.

Yours sincerely,

John O'Dowd

Dear Dr O'Dowd

Thank you for your emails. I have carried out a further investigation into
the records we hold regarding contracts given to, and services provided
by, Technopolis, Elsevier and RAND. This resulted in uncovering three
omissions, one contracted out to Elsevier in 2008, one to Technopolis also
in 2008 and one to RAND in 2009. I apologise for any inconvenience this
may cause and these have now been added to the table attached to this
email, highlighted in blue.

Your follow-up enquiries refer to data between 2000-2008. HEFCE's
retention scheme states that contracts and tendering documents should be
held for 5 years after expiration of contract (though in reality we hold
them for 7), therefore it is highly unlikely we would hold any records
relating to your requests post 2007. I have searched our EDRMS (electronic
document records management system), for both electronic records from 2008
and all paper files), the shared drives used prior to our EDRMS and spoken
to colleagues within procurement, finance and the REF teams.  My
investigation confirms that we hold no further records of work contracted
out to Elsevier, Technopolis or RAND between 2000-2008 (further to the
three items referred to above).

I hope that this is helpful to you; however, I am attaching details of our
appeals process in case you are dissatisfied with our response.

Best wishes
Jenny
