Dear Katy Green,

 

I refer to your recent request for information under the Freedom of
Information Act 2000.  I can confirm that the Council does hold this
information, as detailed below.

 

On the 21 February 2014 Sunderland Council provided a land valuation
report for a strip of land at Marine Walk, Roker. This was to a request
for information linked below.

Is this report an independent valuation or was it an in house valuation
produced by an employee of Sunderland Council?

The valuation report that you refer to above ( Land Title Number TY46688 )
relates to a small section of the site only and was an in-house valuation
produced by a Sunderland Council Surveying Officer.

 

I hope this is satisfactory.  If, however, you are dissatisfied with our
response to your request for information, you can ask for the decision to
be reviewed in reply to this letter.  The review will be removed from the
Directorate and coordinated by the Council’s Information Governance
Officer.   A request for review should be directed, by email to

You are of course entitled to apply to the Information Commissioner at any

Dear Steve Hanratty,
The valuation report states; the proposed development is not restricted in terms of land as the owner has further land where the development could be moved etc. Ransom value is therefore not considered applicable.

The valuation report omits to mention the fact that the land suggested available to move the development onto is on made ground (potentially contaminated) and on a hillside requiring a retaining wall to be installed if developed. Bearing in mind that the A183 coast road is at the top of this hill.

Site value is around £300,000 therefore I believe the ratepayers of Sunderland have been robbed.

Would you please investigate this swapping of land without proper consideration of land marriage value by Mr. Nick Wood Valuation and Estates Team Sunderland City Council?

I have received the following corispondence

Dear Ms Green

I refer to your email of 29th August in connection with the above which is being treated as whistle blowing and was therefore referred to Internal Audit for investigation.

I can advise you that I have met with the Council’s external auditor, Mazars, to discuss the matter as I was aware that they had been requested to investigate the same issue.

Mazars have reviewed the matter and have concluded that there are no issues or concerns as far as they are concerned and no further action is to be taken.

In view of this is not intended for Internal Audit to carry out any further investigation.

This reply does not provide the information I requested which is, was land marriage value considered and if so why was the fact that the development could not be built without the land Sunderland Council simply swapped for another piece of land. Could you please provide me all documentation and emails regarding the swapping of these pieces of land with Fitz Architects / BBL NE Limited?

Thank you for your email dated 29^th September 2015 concerning the
Councils' response to your email of 29^th August 2015.

 

I note that the request for information, made under this reference on 8
August, was answered in full on 24 August. If you wish to make a further
request for information using this website you should close this request
recording that the response you received was successful, and submit a new
request with its own reference.

 

You now suggest that you requested information regarding "...was land
marriage value considered and if so why was the fact that the development
could not be built without the land Sunderland Council simply swapped for
another piece of land."

 

In your email of 29^th August you do not make any request for information,
however you do ask for the following:

 

"Would you please investigate this swapping of land without proper
consideration of land marriage value by Mr. Nick Wood Valuation and
Estates Team Sunderland City Council?"

 

The response issued by the Council on 22^nd September addresses your
request for an investigation.
