Valuation of the Cunard Building
Dear Liverpool City Council,
According to recent press reports, the Cunard Building has been valued at £27 million. This is good news.
Please provide a copy of the valuation document.
If no valuation is held, please state this for the avoidance of doubt.

While we have an address for correspondence we do not believe this to be your real name. As such, and in accordance with Section 8 of the Freedom of Information Act 2000 could you provide us documentary evidence as to your identity.
Until we have this information we will not be proceeding with your request

The WDTK website has me down as Paul Wiggina, and I'm trying to figure out how to correct this, but I clearly signed my request with my own name.

To be honest, I'm tempted to go the legal route. Why a public official would insult a taxpayer on a public forum is beyond me.

This is another instance of the Council citing a section of the FOIA and then ignoring the guidance about how to apply it. It's here https://ico.org.uk/media/for-organisatio...
And it states:
" if the name provided is not an obvious pseudonym and the public authority has no reason to believe that a pseudonym is being used, the authority should just accept the name provided at face value.
Whilst this may mean that some pseudonymous requests will slip through the net, we would not want to see a situation where authorities routinely carry out checks on requesters’ identities. The Act provides a public right to information, not a right limited to certain individuals."
So at the very least they should state why they think your name is a pseudonym since it is not an obvious pseudonym (unlike the enjoyable Una Bugia, for instance...).
I think this is about shutting down requests they don't want to answer, such as this and, even more so, questions on the KPMG report, because they are running out of excuses, and know it.
They know perfectly well that Julian, me, Jenny, Josie, Audrey etc. are separate people, so they couldn't use this desperate tactic on us, but I wouldn't be surprised if they try to apply it to any new (to them) requester asking hard questions.

Hi Paul,
Wow. Your frustration is understandable (especially since this typo clearly happened because the letters S and A are right next to one another......). And in any event, the name you use on WDTK doesn't really matter, as you clearly know ( for instance, I use Katie M, but sign my requests with my real name). And its not as if Paul Wiggins is a made-up sounding name - and, in fact, there are 175 of them on 192.com -:).
Why don't you ring the Information Commissioner's Office - they're very helpful.
