Validation of EU Referendum Postal Votes for Canterbury City Council Electoral registration office

Dear Canterbury City Council,
I wish to make the following request under the Freedom of Information Act, 2000:

Could you please provide the following information for the voting area known as Canterbury City Council Electoral registration office in respect of postal voting in the EU Referendum held on 23rd June 2016

Overseas voting entitlement
a) The TOTAL number of registered overseas voters;
b) The number of overseas voters who have permanent postal vote set up;
c) The number of overseas voters who registered a postal vote specifically for the above referendum ;
d) The number of overseas voters who have a periodic postal vote set up, that entitled them to vote in the above named referendum;
e) The number of overseas voters who had named a proxy to vote on their behalf in the above named referendum;
Number of votes issued and returned:
a) The TOTAL number of postal votes issued;
b The TOTAL number of postal votes returned;
c) The TOTAL number of postal votes rejected;
d) The number of OVERSEAS postal votes issued;
e) The number of OVERSEAS postal votes returned;
f) The number of OVERSEAS postal votes rejected;

In respect of verification of postal votes, could you please confirm what method (or methods) were used to verify the validity of the completed postal vote:
a) Visual comparison of both original documents;
b) Visual comparison where one or more of the comparison documents was a scanned image;
c) Use of automated recognition software and if this method was employed, the name of the software used;
d) Other form of verification (please detail)
Could you please provide the following in electronic format, preferably as a device-independent a plain text document.

Request:

Could you please provide the following information for the voting area
known as Canterbury City Council Electoral registration office in respect
of postal voting in the EU Referendum held on 23rd June 2016?

 

Question 1

In respect of overseas voting entitlement please provide;

·         The TOTAL number of registered overseas voters

·         The number of overseas voters who have permanent postal vote set
up

·         The number of overseas voters who registered a postal vote
specifically for the above referendum

·         The number of overseas voters who have a periodic postal vote
set up, that entitled them to vote in the above named referendum

·         The number of overseas voters who had named a proxy to vote on
their behalf in the above named referendum

 

Our response:

o  The total number of registered overseas voters is 862

o  The number of overseas voters who have permanent postal vote set up is
478

o  Information concerning the number of overseas voters who registered a
postal vote specifically for the above referendum is no longer available
and as such we are unable to provide this.

o  Information concerning the number of overseas voters who have a
periodic postal vote set up, that entitled them to vote in the above named
referendum is no longer available and as such we are unable to provide
this.

o  The number of overseas voters who had named a proxy to vote on their
behalf in the above named referendum was 126.

 

Question 2

Of the number of votes issued and returned, please provide;

·         The TOTAL number of postal votes issued

·         The TOTAL number of postal votes returned

·         The TOTAL number of postal votes rejected

·         The number of OVERSEAS postal votes issued

·         The number of OVERSEAS postal votes returned

·         The number of OVERSEAS postal votes rejected

 

Our response:

o  The total number of postal votes issued was 15872

o  The total number of postal votes returned was 14537

o  The total number of postal votes rejected was 401

o  The number of overseas postal votes issued was 485

o  The number of overseas postal votes returned was 440

o  The number of overseas postal votes rejected was 4

 

Question 3

In respect of verification of postal votes, could you please confirm what
method(s) were used to verify the validity of the completed postal vote;

·         Visual comparison of both original documents?

·         Visual comparison where one or more of the comparison documents
was a scanned image?

·         Use of automated recognition software and, if this method was
employed, please provide the name of the software used?

·         Other form of verification (please detail)?

 

Our response:

o  No, we do not do a visual comparison of both original documents as all
information is scanned on to our Election Management system to check.

o  No, we do not do a visual comparison where one or more of the
comparison documents is a scanned image. As above, all postal vote
documents are scanned in to our election management system.

o  Yes, we did use automated recognition software which is part of our
election management system which is Xpress

o  We have no other applicable forms of verification.
