Validation of EU Referendum Postal Votes for London Borough of Enfield

Dear Sir,
I wish to make the following request under the Freedom of Information Act, 2000:

Could you please provide the following information for the voting area known as London Borough of Enfield in respect of postal voting in the EU Referendum held on 23rd June 2016

Overseas voting entitlement
a) The TOTAL number of registered overseas voters;
b) The number of overseas voters who have permanent postal vote set up;
c) The number of overseas voters who registered a postal vote specifically for the above referendum ;
d) The number of overseas voters who have a periodic postal vote set up, that entitled them to vote in the above named referendum;
e) The number of overseas voters who had named a proxy to vote on their behalf in the above named referendum;
Number of votes issued and returned:
a) The TOTAL number of postal votes issued;
b The TOTAL number of postal votes returned;
c) The TOTAL number of postal votes rejected;
d) The number of OVERSEAS postal votes issued;
e) The number of OVERSEAS postal votes returned;
f) The number of OVERSEAS postal votes rejected;

In respect of verification of postal votes, could you please confirm what method (or methods) were used to verify the validity of the completed postal vote:
a) Visual comparison of both original documents;
b) Visual comparison where one or more of the comparison documents was a scanned image;
c) Use of automated recognition software and if this method was employed, the name of the software used;
d) Other form of verification (please detail)
Could you please provide the following in electronic format, preferably as a device-independent a plain text document.

Dear Eva

 

I am emailing in response to your Freedom of Information enquiry submitted
on 6^th October 2016, seeking the following information for the voting
area known as  London Borough of Enfield in respect of postal voting in
the EU Referendum held on 23rd June 2016.

 

Unfortunately, I have not been able to provide all of the information
requested, but have supplied the information I can in bold against each
relevant section

 

Overseas voting entitlement

        a) The TOTAL number of registered overseas voters - 621

        b) The number of overseas voters who have permanent postal vote
set up –  I am unable to obtain a breakdown which specifically identifies
oversea voters with permanent postal votes from our software system* 

        c) The number of overseas voters who registered a postal vote
specifically for the above referendum –  I am unable to provide this
breakdown as all temporary postal votes have now been cancelled following
the referendum.

        d) The number of overseas voters who have a periodic postal vote
set up, that entitled them to vote in the above named referendum –  I am
unable to obtain a breakdown which specifically identifies this
information in relation to overseas voters*

        e) The number of overseas voters who had named a proxy to vote on
their behalf in the above named referendum – I am unable to provide this
breakdown as all temporary proxy votes have now been cancelled following
the referendum.

 

Number of votes issued and returned:

        a) The TOTAL number of postal votes issued – 26,709

        b The TOTAL number of postal votes returned – 22,914

        c) The TOTAL number of postal votes rejected - 491

        d) The number of OVERSEAS postal votes issued – I am unable to
obtain a breakdown from our software system which identifies the number of
postal votes specifically issued to overseas voters.  The total number of
postal votes issued has been provided in (a) above

        e) The number of OVERSEAS postal votes returned – I am unable to
provide a specific breakdown of these from within the overall total of
postal votes returned as we don’t distinguish between votes returned from
domestic compared to overseas voters*

        f) The number of OVERSEAS postal votes rejected – I am unable to
provide a specific breakdown of these from within the overall total of
postal votes rejected as we don’t distinguish between votes rejected from
domestic compared to overseas voters*

 

In respect of verification of postal votes, could you please confirm what
method (or methods) were used to verify the validity of the completed
postal vote:  

        a) Visual comparison of both original documents – not used

        b) Visual comparison where one or more of the comparison documents
was a scanned image – yes, where unable to verify via automated election
management system

        c) Use of automated recognition software and if this method was
employed, the name of the software used – yes using Xpress Election
Management Software

        d) Other form of verification (please detail)  - not used

 

* As you’ll have seen from my response in each of these cases the
information requested is not something that I can readily obtain via our
electoral registration software.  In order to provide the breakdown of
information required I would therefore need to arrange for a review of
each individual overseas voter registered on the system in order to
identify those with a permanent postal vote.  In addition I would have to
review the records of all postal votes returned (22,914) to check which
had been returned from overseas voters and similarly the records of those
rejected (491).

Section 12 of the Act makes provision for public authorities to refuse
requests for information where the cost of dealing with them exceeds the
appropriate limit, which for local government is set at £450. This
represents the estimated cost of one person spending 2.5 working days (18
hours) in determining whether the council holds the information, locating,
retrieving and extracting the information.

 

Based on the number of records to be reviewed, I estimate that it will
take in excess of 2.5 working days to determine appropriate material and
locate, retrieve and extract the information in reference to your request.
Therefore, I have to advise that these elements of your request will not
be processed further.

 

Although not having been able to provide all of the details requested, I
hope the information I have been able to produce helps.  If, however, you
are dissatisfied with the handling of your request you have the right to
ask for an internal review. Internal review requests should be submitted
within two months of the date of receipt of the response to your original
letter and should be addressed to:

communications.

 

If you are not content with the outcome of the internal review, you will
then have the right to apply directly to the Information Commissioner for
