I would like to request a total vacancy rate for accomodation and property for 2011. (for example: 2008, 5.1%, 10.972 empty properties)

Guidance issued by the Information Commissioner’s Office sets out the
requirements for a request to be valid and says that a request must ‘state
the name of the applicant and an address for correspondence’ (Section 8(1)

This data is readily available in the public domain published by DCLG (see
link below):

Table 615 contains the total vacant dwellings for LAs, Table 125 contains
the total number of dwellings for LAs and then divide the vacants by the
stock to get a % figure.
