Vacancies and use of Microsoft Teams and Disclosure and Barring Service certificates and status checks

Dear Knowsley Metropolitan Borough Council,

Please disclose a copy of your Human Resources, Recruitment and vacancy interview policies and guidance, regarding:

Use of Microsoft Teams meetings (MSTM) audio and video calls and recording of job vacancy interviews and opt-in consent of all participants to such recordings undertaken
via MSTM. Concerning recruitment for own new staff and use of agency/temp staff.

Together with policy and guidance information held on your vacancy job descriptions and person specifications that mention a need for a candidate to currently have an up to date Basic, Standard or Enhanced Disclosure and Barring Service check certificate or access to the candidate's online DBS status via the DBS Update Service https://www.gov.uk/dbs-update-service Including information about your policies and guidance on what you expect and require from recruitment agencies for candidates they put forward, to fulfil a temporary role with your services, that concern a candidate requirement to currently have an up to date Basic, Standard or Enhanced Disclosure and Barring Service check certificate or access to the candidate's online DBS status via the DBS Update Service https://www.gov.uk/dbs-update-service

Do you refuse to shortlist or offer to interview a potential agency worker unless you are provided with prior information the worker already has a current and up to date Basic, Standard or Enhanced Disclosure and Barring Service check certificate or you or the recruitment agency can, with the candidates permission, access their online DBS status via the DBS Update Service https://www.gov.uk/dbs-update-service

Often recruitment agencies advertise temporary agency worker only vacancies through online Job sites and it is common for such agencies to ask potential candidates to apply via provision of their CV. These vacancy adverts can also highlight that the candidate will need to hold a Basic, Standard or Enhanced Disclosure and Barring Service check certificate or there is access to the candidate's online DBS status via the DBS Update Service https://www.gov.uk/dbs-update-service However, if the candidate is not already registered with the recruitment agency they will not hold any DBS certificate applied for via the agency and the candidate may not be a subscriber to the DBS Update Service https://www.gov.uk/dbs-update-service. In such a scenario, which must be not be uncommon, would you expect the recruitment agency to not forward you details of a such a suitable candidate, to fill a temporary agency worker post, with you as they do not hold a relevant level of DBS certificate applied for via the recruitment agency and have not subscribed to the DBS update service?
