Use of unsecure phone-lines

Dear Identity and Passport Service,

A relative recently attended a passport interview that was supposed
to be conducted via webcam.Upon arrival they were told there was a
problem with computer software and offered an interview over an
"unsecured" phone-line instead.The alternative was to phone you the
following day and re-book an interview at a later date, in the hope
that the software would be working.This was something of a "Hobsons
Choice" given that work commitments preventing attendance for at
least ten days and the passport was required urgently. It seems
strange that an organisation purporting to protect peoples identity
would want the most personal, private and confidential information
discussed over an "unsecure" phon-line

I would like to have the following information from you:-

(1) How many interviews have you conducted over "unsecured"
phone-lines in each of the last three years ?

(2) How many people have turned down the offer of an interview over
an "unsecured" phone-line in each of the last three years?

(3) Has the use of "unsecured" phone-lines for the purpose of
passport interviews been given Ministerial Approval ? If so by
which Minister(s) and on what date(s)?

(4) If Ministerial approval has not been given who in your
organisation approved use of "unsecured" phone lines and on what
date?
