Use of Rubber Stamp image in TV Licensing letters

In recent months (January - March 2017), I am aware that TV Licensing has begun adding a "rubber stamp" design to some letters. This design has the wording "Enforcement Visit Approved - Sig. J Hales - Officer" with a separate rubber stamp style date underneath. The "J. Hales" signature appears to be a "wet" signature, though common sense would suggest that it isn't.

Please can you provide:-

1. For each of the three months (January - March 2017) how many such "rubber stamped" letters have been sent by TV Licensing?

2. If there are several alternative "signatories" for the letters, a breakdown of the numbers of each, or a rough apportionment of each from the overall total.

3. Confirmation that the rubber stamp images are not real i.e. they are not imprinted manually on each individual letter by one or more human beings?

4. Confirmation that the "wet signature" is not real i.e. it has not be signed on each letter manually by J. Hales or other members of staff authorised by him to do so.

I am writing to request an internal review of British Broadcasting Corporation's handling of my FOI request 'Use of Rubber Stamp image in TV Licensing letters'.

My reasons for requesting an Internal Review are that (a) the Duty of Helpfulness does not seem to have been engaged in dealing with my request, and (b) common sense would suggest that the two "queries" were obviously requests for information within the meaning of The Act.

I am happy to revise the wording of my two questions if that would help satisfy the BBC's interpretation of The Act and its exemptions.

3. Please tell me how many actual manual rubber stamping devices have been purchased, fabricated or otherwise acquired by BBC TV Licensing in order to fulfill the task of "rubber stamping" the apparently rubber-stamped mass mailings, of which 2,586,325 were sent in January and February 2017?

4. Please tell me how many staff-hours were expended in manually signing the "wet signature" endorsement of the "rubber-stamp" mass mailings previously mentioned in (3) above?
