1. How often have physical restraints used on mental health patients in mental health facilities been recorded as 'adverse events' in each of the past four years? I would prefer this information broken down by facility and year. (2014/15, 2015/16, 2016/17, 2017/18)

2. How many injuries (of mental health patients in mental health facilities) have been recorded as a result of restraint in each of the past 4 years? I would prefer this information broken down by facility and year. (2014/15, 2015/16, 2016/17, 2017/18)

3. How many deaths (of mental health patients in mental health facilities) have been recorded as a result of restraint in each of the past 4 years? I would prefer this information broken down by facility and year. (2014/15, 2015/16, 2016/17, 2017/18)

Adverse Events Module for all adverse events reported (excluding those
that were rejected) meeting the following criteria. Two queries were run
to ensure records recorded under the old organisational structure, as well
as the current structure were included:

Staff require to use physical restraint to ensure safety, deliver care
and/or manage emergency situations. There are various levels of restraint
from high to low risk. The figures reported on include data categorised as
“Friendly Come Along”. This is more of a low level guide which can be used
to redirect a confused patient from one area to another and not
necessarily as the result of Violent and or Aggressive behaviour.

A further breakdown can be seen in Appendix 1 attached.

 

Q2. How many injuries (of mental health patients in mental health
facilities) have been recorded as a result of restraint in each of the
past 4 years? I would prefer this information broken down by facility and
year. (2014/15, 2015/16, 2016/17, 2017/18)

A2. Unfortunately, this cannot be accurately answered as an injury may
have been incurred as part of the adverse event, but is not specifically
recorded as being as a result of restraint.

*As we do not hold this information it is classed as an exclusion under
section 17 (1) of the Freedom of Information (Scotland) Act 2002.

 

Q3. How many deaths (of mental health patients in mental health
facilities) have been recorded as a result of restraint in each of the
past 4 years? I would prefer this information broken down by facility and
year. (2014/15, 2015/16, 2016/17, 2017/18)

A3. There have been no deaths reported as a result of restraint.

Good afternoon,

Many thanks for your response. I have a question which i hope you might be able to help me with. A colleague obtained information under FOISA relating to the total number of physical restraints used on MH patients within the health board area (attached). I am confused because the totals are fewer than the number of restraints recorded in response to adverse events released to me. I would appreciate it if someone could have a look and get back to me. I can't send an attachment here, but the reference number for his request was: 466/2018.

Good morning,

I believe that the differences are because the numbers for 466/2018 were for calendar years and you had requested financial years in your request (537/2018). 466/2018 is from 2015, while your request was from 2014/15.
