Use of Private Emergency Ambulances

We're waiting for Cameron Herd to read recent responses and update the status.

Dear East Midlands Ambulance Service NHS Trust,

Please can you supply the following information:

1. List of organisations used by EMAS for supplying Emergency response ambulances and crews, for example, Elite EMS.

2. When did the trust start using such services.

3. How much has the trust spent in the last three years to date on such service.

4. How much the trust pays per 12 hour shift for such private services (please provide a cost breakdown).

5. How much it normally costs the trust to man a 12 hour shift using its own fleet and paramedics (please provide a relevant cost breakdown).

6. Why and when are these private services employed.

7. How many days over the last 12 months to date has private ambulance services been used. (ie. 340 days out of 365).

8. Who in the trust is responsible for signing off and approving such use of services.

9. How the trust plans to mitigate the cost and staff retention of using such services (it is commonly know for Paramedics to leave EMAS to work for companies such as ELITE EMS in exchange for higher rates of pay, this leads to EMAS requiring more services from companies such as ELITE due to a lack of staffing resources).

10. List of any contracts/tenders in place for such services, the values and when they started and expire.

Thank you for your reply. To confirm question 7 refers to all PAS providers that provide emergency response services for the Trust.

In addition, I would like to add the following:

11. Please provide information relating to response times, i.e, how many target response times are met by EMAS Ambulances compared to private ambulance services. Example: EMAS = CAT 1 attendance achieve 83% within target response times compared to Elite EMS who only achieved 10% of target response times.

Firstly I'd like to assure you that there is no intention on our part to delay providing a response to your request.

I think however there may be some confusion between us. On January 23rd I wrote asking you in relation to Question 11 to identify a timescale for which you were seeking information e.g. 6 months , 1 year etc.
Without a timescale it is very difficult to provide accurate and appropriate information.
I do not appear to have received a response to this query - or if you have responded, I cannot find it in our systems. If you have responded, could I ask you to please re-send it?

Dear Mr Herd,
I can confirm that I have received your last reply to my email regarding timescales.

We are currently working to provide a response to your requests. As stated in previous correspondence, the delays in obtaining clarification mean that the process is halted for the period of time it takes to obtain clarification. By my calculations it took 18 working days to receive the clarification about timescales, thus extending the response deadline until March 15th.

I am conscious that your request is requiring a response and I'm in the final stages of obtaining all the information, and intend to provide you with our reply in the next few working days.
