Use of personal mobile phones by BBC staff while "at work"

Dear British Broadcasting Corporation,

Huw Edwards told us the sad news yesterday of the death of Her Majesty Queen Elizabeth II. The footage of the first official announcement can be found on the BBC News YouTube channel (https://www.youtube.com/watch?v=K_H9eobu...) as well as the BBC News web site.

However, as Huw is telling us the news two characters can be seen to the right of his head and they appear to be using red mobile phones to record a video of something. Selfies while the news was delivered, maybe? I don't know. I'm sure there is an explanation for their behaviour but it is notable that they only stop when a gentleman in a white shirt approaches from the left and, presumably, tells them to stop before walking away again. The two people involved then appear to return to their desks.

I am mindful of the "journalism, art and literature" derogation but I do not consider their behaviour to fall in to any of those categories, if I am correct in my assumption. This FOI request concerns the rules for BBC staff while "at work", nothing more, and nothing less.

So please, can you tell me what rules, if any, exist concerning the recording of personal videos on personal phones by BBC staff at BBC premises during their working hours.
