Dear Horsforth School,

I am conducting research under the Freedom of Information Act. Thank you for taking the time to answer my questions.

The terms involved in this topic can often become muddled. For the purposes of this FOI I am using the following definitions:
Sex = biological or natal sex
Gender = the way in which a person chooses to present or identify. This may differ from their sex.

1. In the last five years, has your school invited any third party, charity or lobby group into the school to teach the PSHE and RSE curriculum (this includes online resources)? If yes, please list these organisations and the pupil year groups involved.
2. In relation to the teaching of PSHE or RSE does the school website include links to any third party, charity or lobby group? If so, please list these organisations.
3. Does your school allow parents to view RSE teaching materials, whether produced in-house or provided by an external agency?

I would be grateful if you would send me copies of any materials that you currently use for teaching students about sex and gender. Examples might include worksheets, lesson plans, leaflets, PowerPoint presentations, etc.

Dear Laura,

The two Powerpoint presentations you sent relate to the history of diversity rights for post-16 students and a lesson plan about stereotypes for Year 8 students. While interesting in itself, this information doesn’t relate to my FOI questions, which I have reproduced here for clarity:

1. In the last five years, has your school invited any third party, charity or lobby group into the school to teach the PSHE and RSE curriculum (this includes online resources)? If yes, please list these organisations and the pupil year groups involved.
2. In relation to the teaching of PSHE or RSE does the school website include links to any third party, charity or lobby group? If so, please list these organisations.
3. Does your school allow parents to view RSE teaching materials, whether produced in-house or provided by an external agency?

If it helps, some schools have responded simply Yes or No to the first question. For the second question, some schools have linked to specific pages on their school website which list the organisations relating to the teaching of PSHE/RSE - this can be useful as the information isn’t always easy to find. Some schools have also answered Yes or No to the third question; others have also given more information about the process for managing parent requests.

I am writing to request an internal review of Horsforth School's handling of my FOI request 'Use of outside agencies to teach or discuss gender issues'.

I note that you have not confirmed or denied whether the authority holds this information, and have not applied an exemption that would remove this obligation.
As you may be aware, Section 1(1) of the FOI Act (https://www.legislation.gov.uk/ukpga/200...) states that "Any person making a request for information to a public authority is entitled to be informed in writing by the public authority whether it holds information of the description specified in the request".
I would be grateful if you could clarify whether or not this information is held, or specify which exemption of the duty to confirm or deny you are applying.
