Use of out of date map causing an error zone for Shoreham Academy intake Sept 2017.

We're waiting for Kelly Wickson to read a recent response and update the status.

Dear West Sussex County Council,

I believe that the following statement received from Helen Moules Pupil Entitlement: Admissions Team Manager on April 4th 2017, cannot be correct and therefore I request to be given the figures of the amount of pupils who were offered places at Shoreham Academy using the old King's Manor map in comparison to the amount that should have been offered a place if the correct, up to date map was used and to what extent this would have effected pupil placements.

"The Admissions Team have checked all the addresses on both the current and the new system and the same people would have received a place at Shoreham Academy even though the distances are slightly different. Your distance would be 2281.613 compared to 2417.995 on the current system."

Here is the statement in context of the letter -

'Thank you for your letter in which you raise complaints regarding the allocation in the secondary transfer process to Shoreham Academy and Steyning Grammar School for September 2017.

Your first complaint refers to the distance from your home to Shoreham Academy measured within the curtilage of Shoreham Academy; the actual point used was in the building of the old school when it was called Kings Manor. Every applicant was measured to the same point.
The system that is currently used by the local authority is the OSAPR Ordnance Survey Address Point Reference.

This system will be replaced by the UPRN Unique Property Reference Number as part of the IT road map in West Sussex for September 2018.

The Admissions Team have checked all the addresses on both the current and the new system and the same people would have received a place at Shoreham Academy even though the distances are slightly different. Your distance would be 2281.613 compared to 2417.995 on the current system.'

The need to avoid any ambiguity is exactly the reason why WSCC provides a very clear admissions criteria. Using this criteria there is absolutely no doubt whatsoever as to where the centre of the Shoreham Academy building is.  Therefore, why were measurements being taken from Kings Manor - a building that was demolished 6+ years ago? 
 
This incorrect measurement will also have affected our child’s place on the waiting list. To make such a fundamental error and not attempt to put it right immediately surely undermines the whole admissions process. This to us makes no sense both legally or morally and is clearly unjust.

I refer to your request dated 11th April 2017, which has been dealt with
under the Freedom of Information Act 2000. Having now completed a search
for the information, I can confirm the Authority holds the relevant
information. The information you seek constitutes third party personal
data and I decline to disclose it applying the exemption in s40(2) Freedom
of Information Act 2000. Disclosure would be unfair and unlawful as none
of the conditions in Schedule 2 of the Data Protection Act 1998 is met
(and in the case of sensitive personal data, none of the conditions in
Schedule 3 is met).

 

 

Attached are two sets of distances, one from where the  allocations were
made to  which is within the curtilage of Shoreham Academy  and the other
to the centre of Shoreham Academy.

The pupils who were offered a school place are the same whichever distance
is used.

It should be noted that distances include those in area siblings and
children who have Education Health Care Plans and Children Looked After by
a local authority, these children are in higher categories.
