Dear General Teaching Council for Wales / Cyngor Addysgu Cyffredinol Cymru,
Please could you provide the following information regarding the use of myewc by practitioners:
(1) (a)The number of practitioners that have accessed myewc broken down by year of qualification. If this is not feasible please provide the number of qualified teachers that have accessed myewc broken down by year of qualification.
(B) Please provide the percentage of qualified teachers registered with you that have accessed myewc broken down by year.

2. (a)The number of practitioners that have accessed the professional learning passport broken down by year of qualification. If this is not feasible please provide the number of qualified teachers that have accessed the professional learning passport broken down by year of qualification.
(B) Please provide the percentage of qualified teachers registered with you that have accessed the professional learning passport broken down by year.

(3) (a)The number of practitioners that have made any changes to the information in myewc broken down by year of qualification. If this is not feasible please provide the number of qualified teacher that have made any changes to the information in myewc broken down by year of qualification.
(B) Please provide the percentage of qualified teachers registered with you that have made any changes to the information broken down by year.

(4) Please provide the cost of setting up myewc and the setup cost per practitioner that has logged in to the system.

(5) Please provide what percentage of the significantly increased registration fees for teachers were used to set up myewc.

(6) Please provide all details of the steps taken to ensure value for money in setting up myewc.

Thank you for your email.  In order to address your request appropriately
there are points which I would seek your clarification on.  However, it
may assist if I provide some background information.

 

By way of introduction, I would confirm that the General Teaching Council
for Wales (GTCW) was reconfigured under the Education (Wales) Act 2014 and
renamed the Education Workforce Council (EWC) on 1 April 2015.  The new
Act provided for the regulation of school teachers (who had historically
been registered with the GTCW since 2001) and further education teachers
from 1 April 2015. Subsequently school and further education learning
support workers have been registered since 1 April 2016.

 

The EWC has a statutory responsibility to maintain a Register of Education
Practitioners in Wales.  The Register is ‘real’ time and includes all
those practitioners from the 4 registrant categories mentioned above who
are registered with the Council for the 2016-17 financial year. 

 

MyEWC is the online link provided from the Council’s website for
registered practitioners to access their full registrant record with a
facility to check and amend information recorded about them.  Legislation
requires the Council to supply a registered person , if requested, with
the information held on the Register against their name.   In 2009, the
GTCW  established the online facility (known as MyEWC since 1 April 2015)
for registered practitioners (qualified school teachers at that time) to
check and amend their record.

 

The professional learning passport (PLP) is an online e-portfolio
developed by the EWC on behalf of the Welsh Government.  The Welsh
Government, as part of the ‘New Deal’ for education practitioners
announced by the previous Minister for Education, committed to the
development of the PLP and asked the EWC to undertake this work.  The PLP
is accessed securely by individual practitioners from within their own
personal registrant record.  The key emphasise is that it is ‘practitioner
owned’ with registrants dictating how they use the PLP.  The cost of the
development has been funded directly by the Welsh Government and not from
practitioner registration fees paid to the Council.  The PLP was made
available to all registrants on 5 October 2016.

 

Your request

 

Question 1

 

In your first question (a) you have asked for the number of practitioners
or the number of qualified teachers broken down by year of qualification
who have accessed MyEWC  and then part (b) the percentage of qualified
teachers that have accessed MyEWC by year.

 

As I have indicated above, the Register is ‘real’ time so the Council is
able to report on current usage by practitioners registered for this
registration year but not historically at an individual level for previous
years.  We do however report in our Annual Report and Accounts (copy
attached for the year ending 31 March 2016) on the number of online checks
carried out during the registration year.  You will note that page 10
refers to ‘Nearly 60,000 online checks were made by registrants, employers
and the public between 1 April 2015 and 31 March 2016’.

 

Given the above explanation of what information is available could you
please clarify which registrant group you require statistics about and
also what your definition of ‘qualified’ refers to.  Any data provided
will need to be generated for this specific request and will relate to
current registrants only.  If, upon generation, the Council is of the
opinion that providing the data is likely to breach the Data Protection
Act 1998, it will obviously review the provision of such data.

 

Question 2

 

As outlined above, the Professional Learning Passport (PLP) was developed
by the Council on behalf of the Welsh Government and fully funded by
them.  As it was only made available to all registrants on 5 October 2016,
the Council is not yet in a position to assess registrant usage and
consequently is not able to  assist with questions 2 (a) and (b). 

 

Question 3

 

As with questions 1, the Register is ‘real’ time.  We are able to report
on the number of requests for record changes received from registrants in
the registration year to date.  However, again, I would ask for your
clarification on which registrant group you require the information about
and what your definition of  ‘qualified’ refers to.

 

Question 4

 

The cost of developing online access to the Register for registrants in
2009 payable from Council income was £32,077.50 inclusive of VAT.  It is
not possible to apportion that to the number of registrants who may have
logged into their record since 2009.  As above, the Register is ‘real’
time and the Council can therefore only derive such ad-hoc data from the
current Register.  As mentioned above legislation requires the Council to
supply a registered person , if requested, with the information held on
the Register against their name and online access to the Register assist
with this requirement.

The Council has a contract in place with a specialist system provider for
the development, support and maintenance of the Register.  The contract
was awarded through an open public tender process in 2004.  The
development of the online access to the Register was an enhancement to the

Mae Cyngor y Gweithlu Addysg (CGA), yn
cynnal darlith gyhoeddus arbennig yng
Ngwesty'r Angel, Caerdydd ddydd Mawrth 22
Mai o 5:00pm.
 
Bydd y ddarlith yn cynnwys yr academydd
blaenllaw yr Athro Jennifer Gore, gyda'r
Athro John Furlong yn annerch. Bydd y
ddarlith yn archwilio dulliau sy'n grymuso
athrawon i wella'u hymarfer, trwy
ganolbwyntio ar effaith eu darpariaeth ar
ddysgwyr.

Mae'r Athro Gore yn Athro Llawryfol yn yr
Ysgol Addysg ym Mhrifysgol Newcastle,
Awstralia, lle mae'n Gyfarwyddwr ar y
Ganolfan Ymchwil Athrawon a Hyfforddiant.
Mae ei hymchwil clodwiw sy'n cynnwys
pynciau megis cymdeithasoli athrawon,
diwygio addysg athrawon, diwygio
pedagogaidd, a datblygiad athrawon wedi

Dear Colleague,
 
'Empowering Education in Wales event',
hosted by the Education Workforce Council
 
The Education Workforce Council (EWC) is to
hold a special public lecture on Tuesday 22
May 2018 at the Angel Hotel, Cardiff from
5:00pm.
 
The lecture will feature leading academic
Professor Jennifer Gore, and will be hosted
by Professor John Furlong.  The lecture
will explore approaches that empower
teachers to enhance their practice, through
focusing on the impact of their delivery on
learners.
 
Professor Gore is a Laureate Professor in
the School of Education at the University
of Newcastle, Australia, where she is
Director of the Teachers and Training
Research Centre.  Her highly esteemed
research on topics including; teacher
socialisation, reform in teacher education,
pedagogical reform, and teacher development
has won millions of dollars in grant
funding from the Australian Research
Council.
 
Professor John Furlong is Emeritus
Professor of Education at Oxford University
and Chair of the EWC ITE accreditation
board. A former director of Oxford’s
Department of Education and a former
president of the British Educational
Research Association, Professor Furlong is
a member of research groups encompassing
learning and new technologies, teacher
education, and professional learning, he is
also the author of the 2015 report
'Teaching Tomorrow’s Teachers’.
 
'Professor Gore’s Quality Teaching Rounds
(QTR) methodology has developed an approach
that could support the vision for initial
teacher education (ITE) in Wales as set out
in the Welsh Government’s Criteria for the
accreditation of initial teacher education
in Wales. It provides a proven successful
framework that has been adopted by the New
South Wales and Canberra governments.'
