Use of Fixed Penalty Notices to reduce Pigeon numbers.
Dear Manchester City Council,
I am writing to request details regarding Fixed Penalty Notices within the City Centre and how these have been used to reduce the number of Pigeons following from several media reports claiming that some of the FPNs are to reduce Pigeon numbers.
Can you please tell me for the invodiual years 2019, 2020 and to date for 2021;
1. The company/s contracted to issue FPNs for "Littering" on behalf of Manchester City Council
2. The cost to Manchester City Council for the contract to issue FPNs.
3. The number of Fixed Penalty Notices issued for littering
4. How much Manchester City Council has gained in profits from FPNs for littering.
5. The Days and Times of the week the Enforcement agents are contracted to Patrol the City Centre.
6. Please show any data showing that the use of Fixed Penalty notices have reduced Pigeon number within the City Centre.
7. Aside from FPNs what other actions have Manchester City Council taken to reduce Pigeon Numbers within the City Centre. (I.e instilation of Pigeon Spikes, culling, use of birds of prey etc).
7.1. The dates that any of the above tactics were used (Eg the dates from/to any culling took place etc)
8. How much Manchester City Council has spent on reducing Pigeon numbers aside from FPNs.
9. The estimated cost of any damage caused by Pigeons.

Thank you for your request for information, which was received by
Manchester City Council on 18 October 2021 and has been considered under
the provisions of the Environmental Information Regulations 2004 (“the
EIR”).
Your request and the Council's response is detailed below:

2. The cost to Manchester City Council for the contract to issue FPNs.
Nil – the contractual arrangement is such that there are no direct costs
to Manchester City Council.
3. The number of Fixed Penalty Notices issued for littering
2019 – 17,140
2020 – 11,611
2021 (to date) – 7,943
4. How much Manchester City Council has gained in profits from FPNs for
littering.
The total amounts paid for littering Fixed Penalty Notices for the
requested periods was as follows -
2019 - £938,965
2020 - £735,050
2021 (to date) - £549,950
5. The Days and Times of the week the Enforcement agents are contracted to
Patrol the City Centre.
7 days a week Monday to Sunday between the hours of 07.30 - 19.30
6. Please show any data showing that the use of Fixed Penalty notices have
reduced Pigeon number within the City Centre.
Manchester City Council does not hold this requested information.
7. Aside from FPNs what other actions have Manchester City Council taken
to reduce Pigeon Numbers within the City Centre. (I.e instilation of
Pigeon Spikes, culling, use of birds of prey etc).
No further action has been taken by the Council.
