Use of DARD Central Investigation Service (CIS) for DVLA business

Dear Driver and Vehicle Licensing Northern Ireland,

In 2010 an investigation was conducted into the activities of [DARD CIS] by Deloitte consultants as instructed by the DARD PS Mr Gerry Lavery. [potentially defamatory material removed].

1. Can you confirm if DVLNI uses any of the DARD CIS resources?

2. If so, can you confirm the legal basis enabling DARD CIS to conduct business on behalf of DVLNI and the annual cost of this service for the last financial year?

3. If DVLNI do use this DARD service can you clarify if you have taken any action to review any agreement with DARD CIS in light of the investigation findings of the Deloitte investigation in 2010? And the subsequent findings and action taken as a result of any review.

4. Over the last three years, how many audits or checks have been carries out on requests for information made by DARD CIS after they had been misleading DVLNI on the reason and purpose of requests for information under s29(3) of the Data Protection Act?

5. What action has DVLNI taken against DARD CIS for illegal or misleading requests for information and has the subject of such requests been notified?
