Freedom of Information responses during Covid-19

During the pandemic we know that we won’t be able to respond to requests
in the normal way and will need to prioritise other services and adapt our
usual approach during this extraordinary period. Whilst Monmouthshire will
try to get a response out, you will understand that existing or future
requests may be much slower than usual or not at all.

We have contacted the ICO who have stated that they understand that
resources, whether they are financial or people, might be diverted away
from usual compliance or information governance work. They won’t penalise
organisations that they know need to re-organise workloads.

Online Form: If you are sending us a new freedom of information request,
next time try using our online form ([1]click here) which makes processing
your request quicker for our team.

Burkitt, Alan, Monmouthshire County Council

Dear Mr Coulson, I have added my response to each of the questions asked below.

From: N F Coulson <[FOI #657261 email]>

To: MCC - Freedom of Information <[email address]>
Subject: Freedom of Information request - Use of COMPUTER-TRANSLATION technologies (e.g. Google Translate(TM), Microsoft Translator(TM) etc.)

Dear FoI Department,

This FoI Request is in regard to your organisation's use of and policies on the use of, either formally or informally, COMPUTER-TRANSLATION tools of the kind mentioned in the Subject description (but not restricted to the two examples given).

1. Does your organisation have a formal policy which covers your organisation's use of any such computer-translation tools. If so, please can a copy of your policy be included in your response?

2. Has your organisation carried out (or outsourced) research or analysis regarding the appropriateness of such computer-translation tools (and their output) for use by your organisation? If so, please can a copy of such research or analysis be included in your response?

3. Does your organisation routinely monitor the use of such computer-translation tools? If so, can any such monitoring analysis be included in your response?

4. Does your organisation routinely monitor the ad-hoc use of such computer-translation tools by your organisation's staff in the conduct of your organisations' work?

Monmouthshire County Council procures external professional translators to carry out our Welsh Language translations and some of them use De Ja Vous software technology.
Experience has revealed that although Google and Microsoft are improving all of the time it still requires a fluent Welsh speaker to check the draft versions. Put simply the software translates literally and does not take into account context and mutations etc. We ask officers not to use these tools as it frequently leads to embarrassing errors that we can be called to account for by the public and ultimately the Welsh Language Commissioner which could lead to formal investigations.
For translations of other languages we also procure a regionally procured organisation for the infrequent translations we are required to provide.
I and other Welsh Language colleagues across Wales are constantly in contact and if any fool proof software comes to light we will be first in the queue to adopt it.
I hope that is an acceptable explanation of where we are at as an organisation.
Best wishes
Alan Burkitt

Good afternoon,

I refer to your request under the Freedom of Information Act 2000.

You asked:

This FoI Request is in regard to your organisation's use of and
policies on the use of, either formally or informally,
COMPUTER-TRANSLATION tools of the kind mentioned in the Subject
description (but not restricted to the two examples given).

1. Does your organisation have a formal policy which covers your
organisation's use of any such computer-translation tools. If so,
please can a copy of your policy be included in your response?

2. Has your organisation carried out (or outsourced) research or
analysis regarding the appropriateness of such computer-translation
tools (and their output) for use by your organisation? If so, please
can a copy of such research or analysis be included in your
response?

3. Does your organisation routinely monitor the use of such
computer-translation tools? If so, can any such monitoring analysis
be included in your response?

4. Does your organisation routinely monitor the ad-hoc use of such
computer-translation tools by your organisation's staff in the
conduct of your organisations' work?

The response to your request is as follows:

I understand my colleague Alan has responded already, however I will
send you now the response along with additional details should you
need to request a review.

Monmouthshire County Council procures external professional
translators to carry out our Welsh Language translations and some of
them use De Ja Vous software technology.

Experience has revealed that although Google and Microsoft are
improving all of the time it still requires a fluent Welsh speaker
to check the draft versions. Put simply the software translates
literally and does not take into account context and mutations etc.
We ask officers not to use these tools as it frequently leads to
embarrassing errors that we can be called to account for by the
public and ultimately the Welsh Language Commissioner which could
lead to formal investigations.

For translations of other languages we also procure a regionally
procured organisation for the infrequent translations we are
required to provide.

I and other Welsh Language colleagues across Wales are constantly in
contact and if any fool proof software comes to light we will be
first in the queue to adopt it.

I hope that is an acceptable explanation of where we are at as an
organisation.
