Use of Compulsory Purchase Order powers under Section 17 of the Housing Act

I understand from communications with West Berkshire Council that you will be able to provide details of Compulsory Purchase Order powers available to Local Authorities under Section 17 of the Housing Act:

Unfortunately the link provided by West Berkshire Council takes me to a 'Page not found'. I would be grateful therefore if you could provide a response to the first two items requested of West Berkshire Council as detailed below:

1) A summary of the powers available to Local Authorities under Section 17 of the Housing Act or a link to your web site if the detail is already published (I haven't been able to locate it).

2) Circumstances where the powers can be used.

I would also be grateful if you could point me in the direction of some guidance as to the significance of a site being classified as 'strategic' in nature and the role of the public (and in particular the local public) in this classification.
