Use of CCTV to issue PCNs by location and outcomes
Dear Haringey Borough Council,
Please supply the number of PCNs issued for each CCTV camera in Haringey the last year (1 July 2014-1 July 2015), detailing the location of the CCTV camera, the offence committed and the number paid, the number appealed, the number appealed and paid, and the number appealed and dismissed.
I am happy to have a download of all the above in an Excel spreadsheet and I can aggregate them myself as long as you can provide the relevant key information so that I can identify aggregate the data to each CCTV camera, the location of the camera, the offence code and the outcome.
If possible, I would also like to know which of the PCNs were issued to a Haringey resident.
Yours faithfully,
Michelle vonAhn

Dear Besagni Paul,
Thank you very much for the data, but your response does not wholly address what I asked in the question.
I asked for information on "the number of PCNs issued for each CCTV camera in Haringey the last year (1 July 2014-1 July 2015), detailing the location of the CCTV camera, the offence committed and the number paid, the number appealed, the number appealed and paid, and the number appealed and dismissed".
While you have supplied Information on the PCN Status, I do not understand what the terms provided there always mean. "Notice cancelled" and "Fully paid" are clear enough, but there are a whole host of descriptors in the PCN status that I am unable to clearly relate to my question:
Notice cancelled
Selected for VQ4 enquiry
VQ4 enquiry made
Fully Paid
Address check authorised
Notice of Registration Out of Time
Warrant of Execution granted
Notice of Registration Posted
Selected for Distress Warrant
Selected for automatic VQ4 resubmission
Warrant of Execution Out of Time
Recorded
Statutory Declaration
Sent for manual resub
Automatic VQ4 resubmission sent
Charge Certificate Posted
Penalty Charge Notice Posted
Enforcement Notice posted
Appeal Lodged
DR Exception
Awaiting Pre Debt Checks
Representation
Appeal Rejected.
Notice entered
Charge certificate resent
Written Off
Challenge Logged
Selected for Manual resub
Reminder Notice
Selected for debt registration
Keeper Identified
Selected for PCN
Appeal Accepted
Witness paid declaration received
Representation Rejected
Selected for Charge Certificate
Printing failure for CC
Distress Warrant Exception
Challenge Rejected
Debt Registered
Denial status for Appeal
Printing failure for EN
Address check requested
Representation accepted
Printing failure for PCN
Add to this the difficulty to interpreting these with regard to appeals and whether the appeals were dismissed (and paid), or won (and the PCN dismissed). I realise that there will be a number which you are pursuing for non-payment following an unsuccessful appeal, but the focus of my interest is whether a PCN has been legitimately issued or not.
I would also like to ask about the data's accuracy, as there are 130 cases of appeals being lodged, with no outcome recorded. Of these, 54 are more than 6 months old, and my own experience of PATAS is that the appeals are much quicker than this.
Finally, I would like to question your inability to identify Haringey residents. The postcode of the address to which the PCN was issued would be an acceptable indicator, with those with an postcode beginning with N2, N4, N6, N8, N10, N11, N22, N15 or N17. While I recognise that these will include other borough residents, the whole of Haringey residents would be included.
Please let me know if I must refer this to internal review in order to get the usable information I need for my enquiry.
Thank you.
Michelle vonAhn
Yours sincerely,
Michelle vonAhn
