Dear Department for Work and Pensions,

The last few years have seen an increase in the number of video assessments carried out on behalf of DWP for benefits such as PIP and the Universal Credit Work Capability Assessment, and this trend is likely to continue.

However, this is not suitable for every Claimant and, although contracted Assessment Providers should allow a change of assessment method where requested, this does not always happen.

For example, a Claimant with a mental health condition may feel uncomfortable with being on camera, or a Claimant with ME/CFS may need to lay in bed in a darkened room to conduct the assessment.

Therefore, could you please confirm what internal guidance or policy has been provided to Healthcare Professionals, either by DWP or the Assessment Providers (Capita/IAS/CHDA), regarding conducting a video assessment where a Claimant chooses to cover - or otherwise disable - their camera?
Please provide copies where applicable.

Yours faithfully,

Barry Boyle
