Thank you for your information request. We have completed the necessary
search for the information requested. Our response is now detailed below.

1 - How many qualified social workers were working on a temporary (agency)
basis at the Council on 1st April 2021, split by:

a) Children’s Services social work roles

7 qualified social workers although it is noted these workers are not all
working full time hours.

b) Adults’ Services social work roles

1 qualified social worker.

2 - What was the total spend by your organisation on temporary (agency)
social work professionals during the financial year 1/4/20 to 31/3/21?

The total expenditure on agency staff within Social Work is £728,117.72
for 2020-21. This expenditure is not broken down to solely social work
qualified staff but would include all agency staff employed within Adult
and Children’s social work services. Unfortunately, to break this down
further, we would have to examine every transaction to see if the
expenditure related to a temporary social work professional or not which
would take approximately 20 minutes per transaction to do.

We are unable to provide you with information on total spend by your
organisation on temporary (agency) social work professionals as the cost
of providing it has been calculated as being in excess of the statutory
maximum (£600). To explain this, it would involve an ACC Officer
extracting and examining 677 transactions to ascertain whether the
position filled was a social work professional or not or another type of
business requirement (e.g. admin staff). This has been calculated at 20
minutes per file, which equates to 225 hours, at the cost of £3,385 in
total.

I can advise that, during the period 11/05/20 – 11/04/21, £92,380.96 was
spent on agency fees for adult social workers. This figure includes fees
plus expenses. We are unfortunately unable to give you an accurate figure
for Children's Services social workers without undertaking the work
outlined above.

In order to comply with our obligations under the terms of Section 16 of
the FOISA, we hereby give notice that we are refusing your request under
the terms of Section 12 - Excessive Cost of Compliance - of the FOISA.

We would be happy to discuss ways in which you may refine your request, so
we can provide some information of interest to you within the maximum cost
limits. Please do contact the Access to Information team, who will be
happy to advise you, if this is something you would like to pursue.
