Usage of Civil Enforcement Officers

David Neal made this Freedom of Information request to Blackpool Borough Council

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was partially successful.

Dear Blackpool Borough Council,
I write as a member of BLACKPOOL & FYLDE NEIGHBOURHOOD WATCH DIVISIONAL EXECUTIVE COMMITTEE. [email address] is the e-mail address with which I conduct Neighbourhood Watch matters.

The Committee is concerned about the fact that schoolchildren are being put at risk by irresponsible parents who ignore the markings that prohibit parking outside schools. It has also become apparent that there are whole areas of our town where there is no enforcement of double yellow lines and pedestrian crossing zones, which makes them pointless. Assuming the town centre to be an arc of 2km centred on North Pier and excluding the sea front between Gynn Square and the southern end of the Pleasure Beach, my questions are as follows:-
a] What percentage of Penalty Charge Notices were issued within that arc?
b] How many Notices were issued in the arc between 2 & 3 km from the pier?
c] How many Notices were issued in the arc between 3 & 4 km from the pier?
d]How many Notices were issued beyond 4km from the pier?

2. What arrangements are in place to ensure regular attendance by Enforcement Officers outside schools as the children leave in the afternoon?

3. How much does it cost the Council to lay and maintain the markings that are not monitored by Enforcement Officers?

Yours faithfully, David Neal
