I am writing to request an internal review of City University London's handling of my FOI request 'Usage data of Moodle'.

The response appears to imply that City University London has shared data with external organisations occasionally (i.e., 'not routinely') during the period for which data is requested (' the current and previous academic years'). This is at best ambiguous. To clarify the situation I asked for assistance on 2014-05-01 which has to be provided as part of the s16 duty of assistance, however no assistance was provided nor even an acknowledgement.

The request is not limited to 'routine' exchange but about 'the sharing by City University with other organisations (public bodies or private organisations) of data on the use of Moodle' whether routine or not. Assuming the implication of the response is correct, i.e., that occasional data sharing about the use of Moodle did occur, by not having provided the requested information you are in breach of sections 1(1)(b) and 10(1) of the FoIA.

Let me remind you that I requested 'information held regarding the sharing by City University with other organisations (public bodies or private organisations) of data on the use of Moodle, over the current and previous academic years [including data shared occasionally].' And to 'include any protocol or similar information held documenting what information about the use of Moodle is shared and the frequency of the sharing.' Even non routine data sharing has a frequency, i.e., how many times in each of the two academic year for which the data was requested. And I also asked to 'include information held about the number of undergraduates students, graduate students and PhD students for whom their use of Moodle has been shared, per academic year, per external organisation.'
