Dear Sir or Madam,

Under the Environmental Information Regulations, please could I request a copy of the updated demand forecasts and assessment of the economic benefits of the third runway at Heathrow referred to in the interchange at the Select Committee below :

Q106 Chairman: What is the latest economic assessment of the economic
benefits of the third runway?

Lord Adonis: It has not changed significantly since January. We have
updated our demand forecasts. This is an issue which Mr Hollobone and
I, I recall, discussed at the last meeting, that we have updated our
forecasts in respect of the latest travel figures and the further
information on the shadow price of carbon, but that has not made a
significant change in the economic assessment of the case for the
third runway.

I am writing to request an internal review of Department for Transport's handling of my FOI request 'Updated Demand Forecast and Economic Assessment of Heathrow Third Runway'.

In Richard Clarkson's reply of 7th January 2010 he comments

"work referred to by the Secretary of State during his appearance in front of the Transport Select Committee is part of ongoing and incomplete work to update and develop the Department’s forecasting and appraisal methods."

I fully accept that there is ongoing work to produce the next Forecast report for issue in say, Autumn 2010.
However, the Secretary of State appeared to refer to a completed work which indicated

"we have updated our forecasts in respect of the latest travel figures and the further information on the shadow price of carbon, but that has not made a significant change in the economic assessment of the case for the third runway."

He did not indicate that this was preliminary, ongoing work in progress or that its use as a completed study may, while undergoing further refinement, be misleading to the Transport Select Committee. It is the work that was complete and in existence before the time of Lord Adonis's statement that I am requesting and not further work that is still in progress.

Moreover, in view of other impending consultations (possibly scheduled for spring/summer 2010), "green slots at Heathrow" and potentially the consultation on the third runway itself ( I understand that BAA has done considerable work on the development of the statement of community consultation already), I doubt whether the public interest is served in not releasing the analysis that lead to the Secretary of State's conclusion in time to be part of the input to those consultations. I would argue that it is necessary to " promote transparency in the decisions taken by public authorities".

Accordingly, I would reiterate my request that the previous decision should be referred for an internal review.

Internal Review of Environmental Information Request - E0005975

Thank you for your letter of 8 March. Please accept my apologies for not writing to you sooner to update you on progress with the internal review of your information request (case reference E0005975).

My colleague Lara Sherwin wrote to you on 8 February, explaining that she was carrying out the independent review, but that the Department would require an extra 20 working days, until 8 March, to respond to your complaint.

Unfortunately, due to unforeseen circumstances, it was not possible for the independent reviewer to finalise her review before the deadline, and she is now out of the office until 17 March. I regret that the Department is therefore not yet in a position to provide you with a final response. We anticipate that we will be able to respond to you with the outcome of the independent internal review by Friday 19 March.

I recognise that it is a requirement under the Environmental Information Regulations that, on receiving a request for an internal review, a public authority shall notify the applicant of its decision as soon as possible and no later than 40 working days after the date of receipt of the representations.
