Dear North West Ambulance Service NHS Trust,

I am requesting a fleet list of all (or as many as possible) assets that NWAS operates within Cumbria either frontline/reserve and training for 2020.
Please include officer vehicles and other specialist vehicles (HART, IRU, Workshop, PTS etc)
I do not require any registration number plates/callsigns but I would require the station name the vehicles are based at. I am a emergency vehicle enthusiast.

I am requesting the following to be included:
Make and Model (e.g. MERCEDES SPRINTER)
Type (e.g. EMERGENCY AMBULANCE, HART)
Base (e.g. BARROW-IN-FURNESS)

We have provided you with the operational sector the vehicle belongs to in the North West. We are unable to provide you with each station each vehicle is based at under FOI Exemption Section 24 National Security, in particular these parts:
* Safeguarding national security also includes protecting potential targets even if there is no evidence that an attack in imminent
* The Commissioner also recognises terrorists can be highly motivated and may go to great lengths to gather intelligence. This means there may be grounds for withholding what seems harmless information on the basis that it may assist terrorists when pieced together with other information they may obtain.

I am writing to request an internal review of North West Ambulance Service NHS Trust's handling of my FOI request 'Updated 2020/2021 NWAS Fleet list for operating area : Cumbria'.

With regards to this section:

- Station its based at.

We have provided you with the operational sector the vehicle belongs to in the North West. We are unable to provide you with each station each vehicle is based at under FOI Exemption Section 24 National Security, in particular these parts:

My FOI request to yourselves for the Greater Manchester Area shows which station the units are based at, could this be reviewed to see if the stations names can be released. I understand if views have changed since releasing the Greater Manchester list.

Dear Stuart,

I have completed an internal review into your request for information
under the Freedom of Information Act. I am writing to inform you that I
uphold the decision to withhold certain information as outlined in the
original response from Madeline Edgar.

As part of my review into your request, I have sought clarification from
our Resilience Team on the security concerns outlined in our original
response and they have confirmed to me that they maintain that we should
not publish full lists of our fleet per station under FOI Exemption
Section 24 National Security, in particular these parts:
* Safeguarding national security also includes protecting potential
targets even if there is no evidence that an attack in imminent
* The Commissioner also recognises terrorists can be highly motivated and
may go to great lengths to gather intelligence. This means there may be
grounds for withholding what seems harmless information on the basis that
it may assist terrorists when pieced together with other information they
may obtain.

I appreciate your comment that this information was issued to you last
year and I have looked into this as part of my review. I can confirm that
at the time of your original request, the information released was deemed
appropriate but we have since reviewed our response to fleet-related FOI
requests and the level of information we are able to disclose has been
amended on the recommendation of our Resilience Team for the reasons
outlined above.

I understand that you also have two outstanding FOI requests asking for
the same data for Cheshire and Merseyside. We will be happy to provide
this information but again, not on a station by station basis.

In light of the comments made above, it is my view that your request was
correctly handled and I therefore uphold the decision to exempt the
provision of this additional information under FOI Exemption Section 24
National Security. I am very sorry we are unable to help you any further
on this point and would advise you of your right to appeal this decision,
should you wish to do so, via the Information Commissioner's Office
[1]https://ico.org.uk/  If you choose to appeal via the ICO, one of their
case officers will contact you and explain what they need from you.
