Update of Parliamentary Research Briefing regarding Planning call-in requests

The link I gave - http://researchbriefings.files.parliamen... -now pulls up a briefing that was published on 17/7/17 almost a month after I made the request.

I would also be interested to know the reason for update/replacement of the briefing. Please could you supply any requests received from MPs, work schedules etc.

If you assess this request to fall outside the time/cost limits of the FOI/Act or be in any other way burdensome, please provide advice and assistance as to how to refine it.

three questions about a parliamentary briefing paper which we have sought
to answer below.

 

 1. Please could you provide a copy of the previous parliamentary briefing

This information is held by the House of Commons.

 

Library briefings are produced to support MPs in their parliamentary
duties. The previous version of the briefing “Calling-in planning
applications” is attached. It was published on 11 July 2016 and superseded
on 17 July 2017 by the current version.

 

 2. I would also be interested to know the reason for update/replacement
of the briefing.

 

This information is held by the House of Commons.

 

The paper was updated as part of a regular process to reflect the
[2]Written Ministerial Statement of 16 December 2016 where the Minister
extended the planning appeal recovery criteria relating to proposed
housing developments in neighbourhood plan areas (page 18 of the new
version). Section 7 was also updated to add in a reference to updated
Government guidance and to put in some contact addresses for recovered
appeals (page 14 of the new version).

 

 3. Please could you supply any requests received from MPs, work schedules
etc.

 

Some information is held by the House of Commons.

 

Library subject specialists routinely decide to schedule work based on
current events, upcoming legislation and debates, and level of interest
from MPs. The Library has a target of providing briefings for all
Government Bills and the top 7 private Members’ Bills before the second
reading and report stage debates. It also has a target of providing
briefings for the main non-legislative debates in the House.  The Library
Heads of research sections meet periodically to review briefings coverage
by subject.

Freedom of Information Request F17-463 Clarification

 

Thank you for your further email as copied below.  You have asked for an
Internal Review of our response to your request about a parliamentary
briefing paper.  Whilst we are happy to carry out a full review, we
sometimes find that, for the requester, some further clarification is far
more helpful.  In this case we would like to provide you with some more
information about this matter in the hope that it resolves your concerns,
however if you would still like us to review our response, please let me
know.

 

In our original response, we explained that the House of Commons Library
regularly writes briefings on a wide number of topics to support Members
in their parliamentary duties.  The Library’s Researchers are responsible
for deciding whether these briefings need to be updated.  This is usually
in response to important developments on a particular subject.  In the
case of the paper on planning call-in requests, this was updated in
response to changes outlined in a [1]Written Ministerial Statement of 16
December 2016, and a reference to updated guidance and contact addresses
was also added. This was not an urgent update, but simply completed when
we had capacity.

 

In your email below you clarified that you would like to see actual
documentation relating to “requests received from MPs, work schedules,
etc.”  The House of Commons received no requests from MPs, DCLG, NPCU
officials or anyone else requesting changes to this briefing paper. It may
also help you to know that the Library’s Statement of Services states that
we don’t accept requests or carry out work from Ministers in relation to
their ministerial responsibilities.

 

In addition, there are no documented “work schedules” because individual
researchers are responsible for updating existing briefings and tend to
plan this informally, balancing it with their other work. The individual
research specialists who carry out the work may create temporary plans of
how they are going to do this – for example with rough lists or notes. 

 

I am sorry that our original response wasn’t specific enough and hopes
this additional information better answers your queries.  We will update
the paper in due course to reflect the policy change as highlighted in
these court documents.  If you still require a full Internal Review of our
response, please let me know.

I don't mind how informal the records are - I am seeking to establish how policy can be changed but not reflected in an updated briefing note & how the situation can be allowed to continue once the mistake has been discovered. At the very least I would have expected DCLG officials to have notified you at the same time as the High Court.
