I write in response to your email of 3 January 2020 in which you submitted
an information request to the Service. Your request has been dealt with in
accordance with the Freedom of Information Act 2000 (FOIA) and our
response is below.

REFUSAL NOTICE FOR PART OF THE INFORMATION

Callsigns

I confirm that we do hold this information. However, this information is
being withheld under Section 36 of FOIA which provides an exemption from
the right to information if disclosure of the information to a member of
the public would cause “prejudice to the effective conduct of public
affairs”.

 

The request relates to mobilisation call signs for the officer response
cars used by fire officers. These would be used in major incidents.
Information could be used to determine our mobilisation strategy and could
be used maliciously by terrorists when planning a major incident, thus
prejudicing the conduct of public affairs. We maintain that disclosure
would or would be likely to cause the types of prejudice or inhibition
listed above. UK national threat levels have been taken into
consideration.

 

It is in the public interest that fire services are unimpeded in their
duties and not compromised in the methods they use to mobilise to an
incident, particularly to a major incident.

 

We are therefore refusing your request in part under section 36 of the
Freedom of Information Act 2000. 

 

Vehicle registration number of Officers’ vehicles

I confirm that we do hold the registration numbers of officers’ vehicles.
However, this information is being withheld under Section 40(2) of FOIA
which provides an exemption from the right to information if the
information relates to Personal Information – Information relating to
individuals.

 

Registration numbers of officer’s vehicles, combined with other
information that is in the public domain and the fact that officers
contribute to the costs of the vehicles for their private use is personal
information. As such, we maintain that release of this information would
breach data protection principles. 

 

We are therefore refusing your request in part under Section 40(2) of the
Freedom of Information Act 2000 regarding Personal Information –
Information relating to individuals.

You have the right to request an internal review of our decision to apply
this exemption; details of how to do this are provided below.
