Unsuitable HCPs

J Newman made this Freedom of Information request to Department for Work and Pensions

The request was successful.

From: J Newman

19 October 2011

Dear Department for Work and Pensions,

Only today, Baroness Young has again highlighted the fact that
checks on Healthcare Professionals (HCPs) from other countries are
not comprehensive enough placing patients at risk. She has pointed
out that acceptance by UK professional bodies (e.g. GMC, NMC etc.)
is based on “automatic recognition” which may validate paper
qualifications but does not confirm fitness to practice, exposure
to ongoing development etc. and does not therefore test competence.
An HCP who has been deemed unfit to practice in their own country,
but is nevertheless still qualified could then be offer work in the
UK.

Although perhaps not a direct concern for DWP, it nevertheless has
business partners (e.g. Atos Healthcare) who rely on approval by
the same professional bodies which has now been found wanting. Out
of due diligence and to protect claimants, what instructions has
DWP given its relevant business partners to ensure they do not take
on unsuitable staff and deploy them on the services provided to
DWP? As you will know, there have been cases in the past when Atos
has deployed HCPs whilst they have been under investigation for
professional misconduct.

Yours faithfully,

Mr Newman

Dear DWP Adelphi Freedom-of-Information-Request,

These documemts are around 12 months old and do not specifically
address the concern the Baronness has highlighted. What additional
procedures do you have in place?

Yours sincerely,

J Newman

I am writing to request an internal review of Department for Work
and Pensions's handling of my FOI request 'Unsuitable HCPs'.

Yet again I’m afraid you have misrepresented dates. My original
question was on 19/10/11. I asked about the delay on 17/11 when a
response was due. It arrived 21/11 = late.

A full history of my FOI request and all correspondence is
