HM Land Registry did not have the information requested.

Date: 02.09.16

Dear Land Registry,

RE: Freedom Of Information Act 2000 – Information Request – Unregistered Land

I am writing to request information under the Freedom of Information Act 2000. To help guide you with the information retrieval, I have focused my request in the below categories:

(a) The address of properties/Land that are classified "unregistered", that is property/land which is not registered to a person or organisation, within the Greater London Area.

I would like to receive the information in electronic format if possible. If you need further clarification, please contact me by email and/or phone.

If my request is denied in whole or in part, I ask that you justify all deletions by reference to specific exemptions of the act. I will also expect you to release all non-exempt material. I reserve the right to appeal your decision to withhold any information or to charge excessive fees.

I would be grateful if you could confirm in writing that you have
received this request. I look forward to your response within 20
working days, as outlined by the statute.

Yours sincerely,

Max Valentine

Dear Max Valentine,

Thank you for your email of 2 September 2016 where you requested the following information under the Freedom of Information Act 2000 (FOIA) :-

The address of properties/Land that are classified "unregistered", that is property/land which is not registered to a person or organisation, within the Greater London Area.

I am writing to advise you that following a search of our paper and electronic records, I have established that Land Registry does not hold the information you requested. As we are responsible for maintaining the register to registered land, we do not hold details of the unregistered land. Please note that core business of Land Registry is to keep a register of title to freehold and leasehold land and charges throughout England and Wales and to record dealings with land once it is registered.

To assist you further with your request It might be worth looking at the INSPIRE service - https://www.gov.uk/guidance/inspire-inde... especially to search the index map to find out if a piece of land is registered. However, you may wish to know that the number of titles in the Land Register climbed to almost 24.5 million with almost 88% of England and Wales now registered.

If you have any queries about this letter, please contact me.

If you are dissatisfied with this response to your request, you may seek an internal review within two months of the date of our reply. Internal reviews will be dealt within 20 working days. If at the end of this time we are unable to respond, we will write to you explaining the reasons and giving you a new date. If you seek an internal review please write to:

If you are not content with the outcome of the internal review, you have the right to apply directly to the Information Commissioner (ICO) within two months of the reply for a decision. Generally, the ICO cannot make a decision unless you have exhausted the complaints procedure provided by Land Registry. The Information Commissioner can be contacted at: The Information Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF.

It's odd- Land exists that you can see and walk over, yet it is not attatched to any registered land, or described as unregistered on LR mapping .

Goodness knows who owns these missing pieces of the LR mapping jigsaw , because it's no writing to the LR and ask it why the land appears to be missing from LR maps, because it won't tell you,

Dear Sondh, Gurmale,

I can see how asking for unknown information might be slightly troublesome.

Inversely, could you please provide a list of all registered property within the greater london boroughs. Ideally this would be seperated into "address line 1", "address line 2", "postcode" etc as a database/dataset of such would allow to be cross-referenced with either a GIS map of london or known addresses to the Royal Mail (which are also publically available).

Yours sincerely,

Max Valentine

Dear Mr Valentine,

Thank you for your email of 6 September where you requested the following
information:

“…could you please provide a list of all registered property within the

known addresses to the Royal Mail (which are also publically available).”

I can confirm that the Land Registry holds this information.

Under section 21 of the Freedom of Information Act 2000, we are not
required to provide information in response to a request if it is already
reasonably accessible to you. The information you requested is reasonably
available using the following routes:

INSPIRE will provide the polygon ID of Freehold properties registered in
Greater London. You can then use Find A Property service to obtain the
title number and property address. To get all titles you can purchase the
National Polygon Service which includes the title number and UPRNs where
available for England and Wales. Please click on the following links for
more information:

[2]https://www.gov.uk/search-property-infor...

[3]https://www.gov.uk/guidance/national-pol...

Alternatively if you provide a shape file of the area we can extract the
polygons which includes the title number. We have a service which would
provide the Property Register address for title numbers. Details of it and
associated costs are on our website at
