Dear Herefordshire Council,

How many members of the general public, including unpaid carers or interested parties in the health and wellbeing of a vulnerable person, have been sent a letter by a member of the staff of the local authority stating an unreasonable behaviour policy will be implemented by Herefordshire Council, during the period January 2016 to January 2018?

Please provide the exact number, including for each category,
i.e.
1. Total number of individuals where unreasonable behaviour policy has been implemented
2. Number of individual unpaid carers where unreasonable behaviour policy has been implemented
3. Number of individual interested parties where unreasonable behaviour policy has been implemented
4. Number of general public where unreasonable behaviour policy has been implemented

Please also provide details of the length of time Herefordshire Councils unreasonable behaviour policy is implemented, from shortest to longest, and the process for appeal.
