Unqualified Social Worker Akwasi Anane at Barking and Dagenham Council.

Dear Barking and Dagenham Borough Council,

With regards to a recent request to HCPC, it has been drawn to our attention that HCPC incorrectly added Akwasi Anane on to the register.

HCPC quoted:-

“In that in came to light that the individual had been
incorrectly added to the HCPC’s Register, as he had not completed an
approved social work qualification...”

“A panel of the HCPC Conduct and Competence Committee heard that Akwasi Anane, a Ghanaian national, entered the UK in January 1999 using the name of Gordon Anim Osafo and was given leave to remain for six months as a visitor. Akwasi Anane subsequently made a number of applications and appeals to remain in the UK, which were all refused.”

It has also been mentioned that Akwasi Anane had been working illegally in the UK for 15 years as a social worker.

We would like to know the following:-
For the purpose of this request we will refer to Akwasi Anane aka Gordon Anim Osafo as Akwasi.

1. How long was Akwasi Anane working for Barking & Dagenham. Please state estimated start and end dates?

2. How did Dagenham know this man; by his name Akwasi Anane or his other name Gordon Anim Osafo

3. Did Akwasi give different dates of birth against his name “Akwasi” and “Gordon”

4. What identification did Akwasi show Barking and Dagenham prior to working with your authority?

5. How much money did Barking and Dagenham give Akwasi to complete his social work training?

6. Where did this money allocated from (i.e. tax payers)

7. What did Barking and Dagenham do to ensure that this money actually went on training. Was the money paid directly to Akwasi or any training facilities?

8. Did Akwasi work for any other local authorities prior to or after Barking and Dagenham, if so what councils?

9. During the period Akwasi worked for Barking and Dagenham, Did he work his way up the ranks, i.e. become a manager.

10. How many children was Akwasi responsible for removing from parents by way of adoption (unconsented)?

11. How many children was Akwasi responsible for causing harm, i.e. failing to investigate abuse claims properly, recommending the child lives with the abuser etc?

12. How many parents or service users complained about Akwasi acting dishonestly, unprofessionally or any conduct that may have brought the local authority to question that Akwasi was not qualified?

13. What action was taken to follow up complaints, i.e. complaint not upheld, partially upheld, upheld?

14. Has the Local Authority re-opened complaints made against Akwasi now knowing the HCPC found him to have acted dishonest

15. Has the Local Authority returned any children unlawfully removed from their care on the recommendation of Akwasi?

16. Has the Local Authority reopened any cases where he has lacked insight into possible abuse cases and failed to protect the child(ren)

17. Did, at any time, the local authority suspect Akwasi was not qualified and act on its concerns?
