Dear Local Government Ombudsmen,

There are three Ombudsman Reports I'm aware of which as far as I can tell are not published on the LGO's website.

Two have references as follows:

i) 98/A/04300 ('Lane' v Ealing) and

ii) 99/A/02636 ('Orwell' v Lambeth)

The third is dated February 2013 and involves Huntingdonshire District Council, and surrounds the council failing to conduct its investigations properly into a complaint about council tax liability order applications and subsequently its bailiff contractor's conduct.

Please can you provide the three Ombudsman Reports.

Dear Foi Officer,

Thank you for the prompt response. Regarding the third report (February 2013), I have seen what appears to be the transcript, but not an official copy. The first two paragraphs might help to identify the report. They are as follows:

"Investigation

1. Mr A was put under pressure to pay the entire year’s council tax liability after the authority withdrew the facility to pay by instalments. The council obstructed the defendant from appearing before the court to make a payment arrangement; this is an infringement of an individual’s human rights .

2. A complaint was made to the council about why, after receiving a summons, he was refused a hearing before Magistrates to put forward his case. He was told that the court wasn’t involved and would need to contact the council to agree a payment arrangement."

As previously stated, there is no third report.

I have found a decision on a complaint that was closed in February 2013, but this was issued before we started publishing all decisions on our website. It is therefore not available, and exempt from disclosure under s.44 of the Freedom of Information Act.
